Abstract: The author notes that neither a liability insurance crisis nor suggestions for tort reform to solve that crisis are new issues. He lays the controversial discussion of the current crisis to the fact that most consumers are either potential plaintiffs or potential defendants. He suggests a number of remedies, some of them stop-gap, some aimed at providing objective empirical data. One of the most novel concerns "consumer organizations."
