【摘要】合作社作为一种组织形式，与一般的企业有所不同，其组织宗旨中包涵着很大程度的社会公平与公正的目标，同时追求公平与效率。由于这种制度上的反市场性，使得政府介入合作社成为必要。从国外农业合作社的实践来看，政府都在其发展过程中起到了很大的推动作用。目前我国农业发展遇到了组织化程度低的问题，农民专业合作社的建立和发展是提高农民组织化程度的重要途径。浙江省作为全国唯一的试点省，其农民专业合作社发展较为迅速，但也还面临一些困难，这些与浙江省政府介入合作社的方式和行为存在着密切的联系。本文正是在这一背景下，针对浙江省的实际研究了政府在农民专业合作社发展中的作用，在总结分析的基础上提出了对政府的政策建议，对今后指导浙江省的实践具有重大的现实意义。

　　首先，本文第二章对合作社的制度特点及存在依据和合作社中政府作用的相关理论进行了阐述和分析，并对国内外关于政府与合作社关系的相关学派和观点进行了梳理，为下文的实证部分提供理论依据。

　　其次，对国外两种模式发展的农业合作社中政府的作用进行了对照及分析，得出我们可以借鉴的地方及对我们的一些启示，这是本文的第三章。

　　再次，对浙江省进行了实证分析，这是本文的重点，包括第四、五章。这一部分通过访谈和调查问卷的形式，对浙江省农民专业合作社的发展状况进行了考察；对浙江省政府的介入方式、起到的作用及不足之处进行了描述性分析；并应用SPSS统计软件对合作社对政府作用的评价进行了品质相关分析和逻辑回归分析。最终得出浙江省政府介入农民专业合作社的发展所起作用的若干实证结论。

　　最后，结论与建议部分，这是本文的第六章。将理论分析和国外借鉴以及浙江省实证的结论进行整理，得到本文的结论部分，并在此基础上对浙江省政府提出了支持合作社的总体政策建议以及分类支持的政策建议。

　　【Abstract】 As a kind of organization modality, the connotation of Cooperatives includes society justice and equity, seeking social equity and economic efficiency at the same time, in witch it differs from common corporations. The government support is necessary in the development of Cooperatives for its characters of anti-market. The practice of Agriculture Cooperatives abroad demonstrated that government could be of great importance in its development. At present, the development of Chinese agriculture met problem of its low level of peasants’ organization, however, the foundation and development of Peasants’ Professional Cooperatives is an important way in improving peasants’ systematization. Zhejiang province, the only experiment unit in our country, its Cooperatives develops quickly, but some difficulties still exist, which has close relation with the ways of government intervention. Under such a background, this paper studied government functions in the development of Peasants’ Professional Cooperatives, aims at the fact of Zhejiang province. The author put forward some policy suggestions based on much analysis. The study is of great value in guiding the practice of Zhejiang province.

　　Firstly, institutional characters of Cooperatives, its existence reason and relative theories about government functions in Cooperatives were expounded and analyzed, what’s more, some viewpoints on the relations between government and Cooperatives were cleared up. These made up the second chapter of this paper and found a theory base for following demonstration study.

　　Secondly, Government functions in two types of Agriculture Cooperatives are compared and analyzed, and then educed experience and elicitation for us. This is the third chapter in the paper.

　　Again, demonstration study on Zhejiang province, keystone of this paper, was carried out, that built the forth and fifth chapter. Peasants’ Professional Cooperatives development of Zhejiang province was reviewed by the way of accessing and investigation; Government support, effect and insufficient were discussed with descriptive statistics; and evaluation from Cooperatives to government functions is studied with Cross tabs statistics and logistic statistics. Then, we drew some conclusion on the effect of government intervention in Peasants’ Professional Cooperatives in Zhejiang province.

　　Finally, conclusions and suggestions, this is the sixth chapter of the paper. Though summarizing theory analysis, reference abroad and conclusions of Zhejiang province demonstration, we came to some conclusions of this paper. And based on it, policy suggestions on specific measures and putting policy into effect according to the type of Cooperatives is proposed to Zhejiang province.
