【摘要】我国是一个农业大国，解决“三农”问题是当前党和政府面临的首要问题。改革开放以来，农村家庭联产承包责任制的实施有效地解放了农村生产力，促进了农村经济的快速发展。但随着市场经济的不断发展，农民的小规模经营方式已经很难满足市场经济发展的要求，农户和市场开始脱节，逐渐形成了“小农户，大市场”问题。要有效地解决这一问题，就必须把农民组织起来，提高农民的组织化程度，促使农业向新的方向发展。而农民专业合作社的出现正适应了市场经济发展的要求，有效地克服了农户小规模、分散性经营的局限性，对农业增效，农民增收都起到了非常重要的作用，有效地保护了农民的切身利益。

　　2007年7月1日我国正式实施了《中华人民共和国农民专业合作社法》，它的出现首次以法律形式明确了农民专业合作社市场经济主体的地位，并对合作社从成立、构成、建设、运作到扶持政策等方面都做出了一系列的规定。在2008年中央一号文件中国家又进一步强调了积极发展农民专业合作社的重要性，并出台了一系列加大对农民专业合作社进行扶持的政策。这些法规、政策的实施，将会促使我国农民专业合作社进入到一个健康快速发展的崭新时期。

　　浙江省是全国首批农民专业合社试点省之一，农民专业合作社的发展处于全国的前列。经过这几年省政府的大力支持和农民的大力配合和努力，合作社的数量大幅增加，经营规模日益扩大，带动能力日益增强，经营管理逐渐规范，这对推进浙江省农业向规模化、规范化、产业化、集约化方向发展，提高农民的组织化程度起到了极大的作用。但在发展中仍然存在着诸多问题，如规模小、实力弱、组织化程度低、加工能力不足、营销战略缺失、信贷融资困难、土地分散等一系列问题，这在很大程度上制约着农民专业合作社进一步发展，也使合作社难以充分地发挥出自己应有经济效果和市场作用。本文通过在对浙江省农民专业合作社发展情况进行充分调查的基础上，来对其发展现状、发展成效、典型案例、存在问题进行分析和研究，并提出促进浙江省农民专业合作社健康发展的对策意见，希望能对政府决策提供一些参考依据。

　　【Abstract】 Our country is a large agricultural nation. Solving the "SAN nong" question is the primary issue that our party and government is currently facing. Since the reform and opening up, the implementation of rural household contract responsibility system effectively liberates rural productivity, and promotes the rapid development of the rural economy. But with the development of market economy, the peasants’ small-scale mode of operation has been difficult to meet the requirements of market economy. Farmers and market began to disjoint, gradually a "small farmers, big market" problem formed. To effectively solve this problem, we must organize peasants together to improve farmers’ organizational level, promote agriculture to new direction. And farmers’ professional co-operatives’ appearance adapted to the requirements of market economy, effectively overcame the limitation of farmers’ small-scale and dispersion management and have played a very important role in increasing farmers’ income and protecting the farmers’ interests.

　　China formally implemented the law of the People’s Republic of China law on farmer professional cooperatives on July 1, 2007. Its’ appearance, for the first time ,in legal form clears embodied the farmers’ professional co-operatives’ market economy status in legal form clears, and the perspectives of the establishment, structure, construction, operations to support the policy has made a series of regulations. The central no.1 document in 2008 further emphasized the positive the importance of farmers’ professional co-operatives development, and issued a series of policies to support farmers’ professional co-operatives. Implementation of these regulations and policy would push our farmers’ professional co-operatives to enter a new era of healthy development.

　　Zhejiang is one of pilot provincial farmers’ professional co-operatives and its development is at the national front row. According to the provincial government’s vigorous support and the farmers’ vigorous efforts of these years, the number of farmers’ professional co-operatives is soaring to a growing business scale, the driving force is increasing, management is standardized, which will gradually promote agriculture of Zhejiang province to the direction of scale, standardization, industrialization and intensification, plays a great role in improving farmers’ organizational level .But many problems exist in reality, such as small scale, weak strength, low degree of organization, insufficient machining ability , the marketing strategy loss, financing difficulty, scattered land and so on largely restrict the farmers’ professional co-operatives’ further development, also make the cooperatives difficult to fully play their economic effect and market function. This article, through in Zhejiang province farmers’ professional co-operatives development based on the full survey of its development, anaylizes and studies its situation and development results, typical cases, the problems, and put forward to promote the healthy development of the countermeasures and suggestions of Zhejiang province farmers’ professional co-operatives in order to provide some references for government decisions.
