李娜:培育农民专业合作社新型社员的现状与对策分析

  【摘要】 农民专业合作社是在农村家庭承包经营基础上,同类农产品的生产经营者或同类农业生产经营服务的提供者、利用者,自愿联合、民主管理的互助性经济组织。在《农民专业合作社法》法律保障下和十七届三中全会加快发展农民专业合作社的政策支持下,农民专业合作社呈快速发展态势。现阶段,农民专业合作从业人员以农民居多,普遍素质不高、专业知识不足、风险控制能力较弱、社会关系欠缺、团队协作精神不强已经成为制约合作社发展的重要因素。随着合作社数量的迅速增加,专业合作社农民的素质也需要大幅提升,培育新型社员的事业十分必须和紧迫。我国农民专业合作社发展水平总体上较低,正处于建设和发展的关键时期。本文在课题调研的基础上,结合新型社员对培育的需求,分析制约合作社农民素质不高的原因,如政策法规缺乏,培育缺乏统筹规划,缺乏宣传、引导机制,经费供给不足,人才交流不足等。借鉴国外合作社社员培育的先进经验,在分析合作社培育新型社员优势的基础上,提出培育新型社员如下对策:建立健全合作社培育新型社员的政策法规,加大对合作社社员培育的扶持力度;有效配置资源,增强新型社员的培育效果;拓展合作社社员培育方式;建立有效的培育评估体系。

  【Abstract】 Special Farmers’ Cooperation is base on the rural household contract, the operators of similar agricultural products, the providers of agricultural production and management service and user are volute association, democratic management of the mutual economic organization.its rapid development under the Law of the People’ s Republic of China on Specialized Farmers’ Cooperative guardant and the policy of the third Plenum(Plenary Session) of the 17th Communist Party of China Central Committee speed up the development of Special Farmers’ Cooperation support. At the present time, the majority are farmers in Special Farmers’ Cooperation. Most of them have no high quality, no professional knowledge;weak risk control ability, social relationship and team spirit are very poor. All the factors are restricted the cooperation’s development. With the cooperation’s quantity rapid increased, Special Farmers’ Cooperation’s quality need improve so cultivate new type is members are necessary and urgent.In our country, the Special Farmers’Cooperation develop level very low ,it was in a critical period of development. In this paper, based on the research topic, combine the requirement of training new type members, analysis the reasons of restricted high quality of farmers in Special Farmers’Cooperation. for example. Lack policies and regulations, lack overall planning on cultivating , lack propagandize and guiding mechanism. Insufficient funding and lack exchange of qualified personnel. Draw on foreign Special Farmers’Cooperation’s on cultivating new type members experience. Basis on analyze the advantage when the Cooperation’s cultivate the new type members proposed the following measures: establish well policy on cultivate new type members, enhance the training of human resources in Cooperation, achieving a rational resource allocation , increase the efficiency, expand the manner of cultivated human resources, establish effective training evaluation system.
