翟娟:重庆市农民专业合作社人才队伍建设研究

  【摘要】 农民专业合作社是在农村家庭承包经营基础上,同类农产品的生产经营者或者同类农业生产经营服务的提供者、利用者,自愿联合、民主管理的互助性经济组织。农民专业合作社的发展,对于推进新农村建设,提高农民组织化程度,激活农村流通市场,提高农业产业化水平,推动农业科技成果转化,促进政府职能的转变,增加农民收入,都发挥了重要的作用。农民专业合作社人才是农村经济改革的实践者、主力军和领头羊,是创新农村经营管理体制的先行者。现阶段,农民专业合作社人才极度匮乏,已经成为制约合作社发展的重要因素。因此,加强农民专业合作社人才队伍建设具有十分重要的意义。自2007年7月1日《农民专业合作社法》正式实施以来,我国农民专业合作社进入发展最快的时期。当前重庆市农民专业合作社也呈现较快的发展趋势,重庆农民专业合作社的迅速发展急需大量的合作社人才。虽然政府出台了一系列的政策扶持农民专业合作社的发展,加大了对农民专业合作社人才队伍培训的力度,扩大了合作社法律知识的宣传,但是重庆市农民专业合作社人才队伍建设依然存在诸多问题,如合作社人才的总量不足,合作社人才的质量不高,合作社人才培养的力度不够,合作社人才的引进以及投入的不足等。究其原因主要在于现代的人才观念尚未树立,农村相对较低的经济发展水平制约了合作社人才的流入,缺乏针对农民专业合作社人才的良好的舆论氛围,尤其是目前农民专业合作社人才开发管理机制和保障机制的不健全,都制约重庆市了农民专业合作社人才队伍建设的进程。据此,可以考虑借鉴国外合作社人才队伍建设的经验和结合重庆市农民专业合作社人才队伍建设实际的基础上,提出一系列对策和建议:一是要树立科学的人才观,二是大力发展农村经济,三是健全合作社人才开发管理机制,四是完善合作社人才保障机制,五是加强舆论宣传的力度。期望为重庆市农民专业合作社又好又快的发展提供有力的人才资源保障。

  【Abstract】 Farmers’professional cooperatives, based on the countryside household undertaking management foundation, is both a economic organization and a social group which united voluntarily and charged freely by the service providers and users of the similar agricultural product production operator or similar agricultural production management service tendered. The development of farmers’ professional cooperatives, for promoting the construction of new countryside, improving the degree of organization of farmers, activating the circulation market in rural areas, improving the level of agricultural industrialization, promoting agricultural science and technology achievements transformation, promoting the transition of government function and increasing the income of peasants, has played an important role. Talents of farmers’ professional co-operatives, as practitioners, main force and leaders in the rural economic reform, are the innovative pioneer of rural management system. At present, extreme shortage of talents of farmers’ professional cooperatives, has become an important factor restricting the development of cooperatives. Therefore, strengthening talents construction of the farmers’ professional cooperatives has the extremely vital significance.Since July 1,2007,"Farmer professional Cooperative Law" has implemented officially, farmer’professional cooperatives in our country into the fastest-growing period. The current development of farmer professional cooperatives in Chongqing also shows the faster development trend, the rapid development of farmers’ professional cooperatives t needs a great many talents of cooperatives. Although the government has introduced a series of policies to support the development of farmers’ professional cooperatives, and increased talent team training of farmers’ professional cooperatives, and expanded the propaganda of legal knowledge about cooperatives, but talents construction of farmers’ professional cooperatives in Chongqing still exists many problems, for example, the amount of talent is short, and the quality of cooperative talents is not high, and the cultivation of cooperative talents is inadequate, and the introduction as well as the investment of cooperative talents is insufficient and so on. The key reason is that the modern concept of talent has not yet set, and relatively low level of rural economic development restricted the inflow of cooperative talents, lack of good public opinion atmosphere for talents of farmers’ professional cooperatives, particularly the imperfection of development management mechanism and the safeguard mechanism for talents of the current farmers’ professional cooperatives. All of these reasons restrict the construction process of talent team of the farmers’ professional cooperatives in Chongqing. Accordingly, basing on considering the reference of construction experience of foreign cooperative talents and combining the construction practice of talents of farmers’ professional cooperatives in Chongqing, the paper puts forward a series of countermeasures and suggestions: one is to set up the scientific attitude, the other is to develop the rural economy, the third is to perfect development management mechanism of cooperative talents, the fourth is to perfect guarantee mechanism of cooperative talents, the five is to strengthen publicity efforts. The powerful talent resources guarantee is offered expecting for the sound and fast development of farmers’ professional cooperatives in Chongqing.
