【摘要】 20世纪80年代初期,伴随着农村以“家庭承包责任制”为中心的农村经济体制改革,农民专业合作经济组织在新的农村经济制度安排下,以新的组织形态和运作模式也开始在中国的一些农村悄然兴起。河北省的农民专业合作经济组织同样发端于这一时期,并在随后的发展中逐步显示出了旺盛的生命力。它的出现在一定程度上解决了家庭承包经营体制逐渐显现的农村经营规模“零散化”的弊端。从九十年代初期开始,农民专业合作经济组织建设得到了政府的高度重视,并从2003年开始,在制度与财力上给予支持。2006年12月31日《农民专业合作社法》的出台,标志着我国农民专业合作经济组织作为农村经济组织的正式形式得到了法律的认可。2007年的“中央一号文件”中进一步强调,“要用现代经营形式推进农业”,表明政府对农村经营形式在我国现代农业发展中作用的认识达到了一个新的高度。基于此,本研究依据经济学、社会学和管理学基本原理,以河北省农民专业合作经济组织发展为对象,对农民专业合作经济组织的发展问题进行系统的研究。本着从宏观分析到微观剖析的思路。利用规范研究和实证研究等研究方法,构建了本研究的基本架构。在研究思路上,首先对国内外的相关研究成果进行综述与评价,对国内外农民专业合作经济组织发展的历史进行回顾,对其现状进行批判性思维,以形成本研究的基本观点和切入点。依此为基础,对河北省农民专业合作经济组织发展的历程进行研究,分析了河北省农民专业合作经济组织发展的特点、存在的问题,进而通过典型农民专业合作经济组织的发展进行实证和案例分析,阐述河北省农民专业合作经济组织发展的现状以及在带动农民增收、促进农业发展的作用。分析了河北省农民专业合作经济组织发展中的制约因素。进而,提出了河北省农民专业合作经济组织发展的路径以及对策建议。全文共分八章:第一章,导论。本章首先阐述了本研究的选题背景、研究目的和意义。在对国内外研究现状进行认真梳理和评价之后,介绍了本研究的研究思路和研究方法。最后,提出了本研究可能的创新之处。第二章,农民专业合作经济组织的基本理论。本章主要对本文涉及的一些主要概念进行了界定。在此基础上,阐述了本研究所应用的经济学和管理学的基本理论,包括,制度变迁理论、产权理论、公共选择理论、合作社理论、组织管理理论、人力资本理论等。第三章,国内外农民合作经济组织发展及借鉴。本章主要介绍了国内外农民合作经济组织发展的历史和现状,总结了值得借鉴的发展经验。为研究河北省农民专业合作经济组织发展提供了可资借鉴的实践参考。第四章,河北省农民专业合作经济组织发展演进。本章从河北省农民专业合作经济组织发展的历程入手,从不同角度分析了河北省农民专业合作经济组织发展的主要特点,提出了发展中存在的问题,以及产生问题的主要原因。为进一步开展研究提供了现实依据。第五章,河北省农民专业合作经济组织发展的实证分析。本章通过对河北省30个农民专业合作经济组织的调查,阐述了河北省农民专业合作经济组织发展的基本现状,通过对两个典型农民专业合作经济组织的认真剖析,进一步总结了农民专业合作经济组织发展的经验和不足。最后,全面分析了制约河北省农民专业合作经济组织主要因素。第六章,河北省农民专业合作经济组织发展的路径。本章首先阐述了组建农民专业合作经济组织应该具备的最基本条件。之后,提出河北省应该充分利用农民专业合作经济组织发展的有利条件,遵循一定的发展原则,促进河北省农民专业合作经济组织健康发展。第七章,河北省农民专业合作经济组织进一步发展对策建议。本章主要从政府、农民专业合作经济组织自身以及社会等三个方面,提出了河北省农民专业合作经济组织进一步发展对策建议。目的是为河北省农民专业合作经济组织发展谏言献策。第八章,结束语。对全文的研究内容进行了全面总结,提出了今后需进一步研究的问题。

　　【Abstract】 Since 1980’s, Farmer’s Specialized Cooperative Economic Organization (FSCEO) quietly emerged in some villages of China as a new organization and operation mode in the new rural economical system, along with the rural economic reform with the household contract responsibility system. FSCEO in Hebei Province began during the same period, and demonstrated high vitality as it developed further, which largely reduced the segmentation effect embedded in the household contract responsibility system.Since 1990’s, FSCEO has been highly regarded by the government with a strong institutional and financial support since 2003. The FSCEO as a formal mode of rural economic organization was legitimated when the Farmer Cooperatives Act was conducted on 31, Dec, 2006. It was further stressed in the Party’s“first document”in 2007 that modern operation system should be used to improve agriculture, which showed a higher level was reached in terms of our government’s attitude towards the role of farmer’s operation system in modern agriculture development.In this paper, by taking the FSCEO in Hebei Province as an example, we study the issues in developing the FSCEO with theoretical foundations in Economics, Sociology and Management.Firstly, related research results were summarized and evaluated. The development history of rural FSCEO was reviewed with a critical thinking to form the basic thoughts and starting point of the paper. Secondly, the development history of rural FSCEO in Hebei Province was studied; characteristics, problems, favorable conditions and constraints during the development were analyzed with typical cases. Finally, the path for further development of rural FSCEO in Hebei Province was given.The paper includes 8 chapters:In Chapter 1, Introduction, background and objectives of this study were elaborated. After the summary and evaluation of the past studies, the research ideas and methods were introduced, and possible contributions were pointed out.In Chapter 2, Basic Theories for FSCEO,in which main concepts used in this paper were defined. Basic theories of economics and management which used in this paper were introduced, including Institutional Change Theory, Property Rights Theory, Scale of Operation in Agriculture Theory, Public Choice Theory, Cooperatives Theory, Organization and Management Theory and Human Capital Theory, etc.Chapter 3 is about the development of FSCEO in the world. The histories and status of FSCEO in the world were introduced, which provided a valuable reference for the study on FSCEO in Hebei Province.Chapter 4 is the history and consideration of the FSCEO in Hebei Province. Beginning with the development history of FSCEO in Hebei Province, the development characteristics of FSCEO in Hebei Province was analyzed from different perspectives, problems in the development was put forward, and main reasons for the problems were analyzed, which provided practical methods for further research.Chapter 5 is about empirical analysis of the development potential of FSCEO in Hebei Province. On the basis of investigation of 30 cases of FSCEO and their members in Hebei Province, the important rule of FSCEO in leading and service for members, weakness and problems encountered in the development were analyzed. Then, two typical types of FSCEO, association and cooperatives, were analyzed mainly from the viewpoint of internal operation mechanism and difficulties during the development, which implied further development path for FSCEO in Hebei Province.Then,analysis the main factors for the development of FSCEO in Hebei Province was analyzed systematically, which provided a basis for putting forward a Targeted Response.Chapter 6 is about path for further development of FSCEO in Hebei Province.the development FSCEO in Hebei Province. First, basic condition is necessary. Then, Based on the analysis of advantages of the development of FSCEO in Hebei Province, follow the principles, put forward FSCEO in Hebei Province.Chapter 7 the strategies for further development of FSCEO in Hebei Province was discussed in this chapter, providing some suggestions for the development of FSCEO in Hebei Province.Chapter 8 is concluding remarks. The content of this paper was summarized, and the direction for further study given.
