【摘要】 自2007年《农民专业合作社法》实施以来,农民专业合作社作为一种新型经济组织,在法律的保障作用下得以迅速发展,逐渐成为推动农业和农村经济发展的重要生力军。尤其是在欠发达地区,农民专业合作社甚至已成为引领农业产业化经营、推进现代农业的重要载体。但伴随着农民专业合作社的数量的不断增多及其专业化程度的不断提高,其发展经营中的一系列问题也进一步显现,其中表现较为普遍和反响较为强烈的问题,仍集中在资金短缺和融资难上。因此,了解农民专业合作社的融资现状、问题及其原因,探索出解决此问题的行之有效的办法和途径,对于促进农民专业合作社健康、持续发展,具有一定的现实意义。本文从农民专业合作社融资的基本理论出发,通过对渭南农民专业合作社发展及融资的实际进行深入的调研,从理论和实证两个层面深入分析农民专业合作社融资中存在的问题及其原因,并提出适合农民专业合作社融资的政策建议,以期对欠发达地区农民专业合作社发展起到一定的参考作用。第一部分,导论。此部分主要介绍本选题的研究背景、现状、思路与方法,以及研究创新点等。第二部分,农民专业合作社研究的理论和组织分析。此部分主要阐述了农民专业合作社的融资理论基础:包括融资结构理论、融资成本理论、融资顺序理论。对各种融资方式进行了比较分析:包括内源融资和外源融资、短期融资和长期融资、股权融资和债权融资、直接融资和间接融资的比较分析。第三部分,渭南市农民专业合作社的融资现状。此部分主要基于对渭南市农民专业合作社的发展和融资现状调查,进而对农民专业合作社融资结构进行分析。第四部分,渭南市农民专业合作社融资中存在的主要问题及其原因分析。此部分提出了渭南市农民专业合作社融资中存在的问题并分析了问题存在的原因。第五部分,渭南市农民专业合作社融资的对策及建议。此部分主要从完善农民专业合作社制度设计、增强农民专业合作社的自身建设、构建农民专业合作社良好的融资环境等三个面提出渭南市农民专业合作社的融资建议。第六部分,结论。此部分对整篇论文进行总结并得出结论,同时指出论文的不足之处及后续研究方向。

　　【Abstract】 Since the application of law of farmers’ professional co-operatives in 2007, the implementation of farmers’ cooperatives as a new economic organization, under the protection of the law to develop rapidly, become to promote agricultural and rural economic development as an important force. Especially in undeveloped areas, farmer cooperatives have become a leading industrialized operation of agriculture and an important carrier to promote modern agriculture. But with the increasing number of farmer cooperatives and the improvement degree of specialization continues, the problems of development and operation of a series emerge, of which the performance of the more common and more intense response still focused on the shortage of funds and financing. Therefore, it is of practical significance that understanding the financial status of farmer cooperatives, the problems and causes, explores the solution of this problem of effective ways and means for the promotion of farmers’ professional cooperatives health, and sustainable development. This paper analyzed the problems and causes of the financing of the farmer cooperatives based on the theory of financing, through the case study of farmer cooperatives in Weinan from two levels of in-depth theoretical and empirical analysis, and proposed policy recommendations for financing of farmer cooperatives, we hope that would offer some reference to the development of farmer cooperatives in the undeveloped areas.The first part is introduction. This section focuses on the topics of the research background, current situation, ideas and methods, and research innovationsThe second part is about the theoretical study of farmer cooperatives and organizational analysis. It described the theoretical basis for cooperation on farmers, which consists of the meaning of farmer cooperatives, nature, characteristics and types, theoretical analysis of the financing of farmer cooperatives. This section describes the financing of farmer cooperatives theory that including financing structures, financing cost theory, order theory of financing. A variety of financing a comparative analysis of the source of financing and external financing, short-term financing and long-term financing, equity financing and debt financing, direct financing and indirect financing of a comparative analysis. The third part is analysis of financing of Weinan farmer cooperatives. This section first describes the development of Weinan farmer cooperatives and the financing situation, and then analyzed the structure of financing sources of farmer cooperatives in Weinan City.Fourth part is analysis of the main problems and their cause of farmer cooperatives in Weinan City. This part proposed problems and existed issues of financing of the farmer cooperatives in Weinan City.Part fifth is mainly about the proposals of farmer cooperatives financing in Weinan City. This section offered the suggestions about financing of Weinan farmer cooperatives from the three ways: to reform its system design of the financing and make it better; to enforcement its construction; to build its financing environment.Part sixth, the conclusions. This section is the summary of the entire paper and conclusions, noting that the inadequacies of the paper and subsequent research.
