【摘要】 有一百六十多年历史的合作经济已经日益发展成为经济体系的重要组成部分,对于资本主国家的经济腾飞和社会主义国家的经济建设,都做出了巨大的贡献。成为WTO成员国以后,提高农民的组织化程度对于中国这样一个农业大国、农民大国来说就显得更为迫切,本文正是在这一背景下开始研究的。通过对国内外农业合作经济组织发展中政府行为的比较分析,探讨我国农业合作经济组织发展中政府行为的必要性、迫切性、农业合作经济组织发展中政府的具体行为方式及应注意的事项,旨在为中国农业合作经济组织发展中的政府行为提供理论依据与支撑。 全文由导言、六章主要内容和结束语八部分构成。 1.导言。导言部分主要阐述了论文选题的背景、目的、意义(含理论和现实意义)、概述了国内外研究动态、确立了研究思路与研究方法等,是本文后续研究的基础性准备工作。 2.农业合作经济组织与政府行为的基本理论。本章主要阐述了农业合作经济组织的概念、合作原则及特点、农业合作经济组织的主要职能,并着重分析了农业合作经济组织发展中政府行为的理论与现实基础、及政府职能、作用、应调控的主要内容等,并得出如下结论:(1) 农业合作经济组织是一种公共物品,其发展的巨大效益外溢性、高昂的组织成本等因素决定了政府宏观干预的必要性;(2) 农业合作经济组织发展中的政府行为可以作为WTO背景下政府支农的重要手段之一;(3) 农业合作经济组织发展中政府应具备政策、协调、检查监督、服务、健全农业市场体系及科学示范的职能;(4) 农业合作经济组织发展中政府主要起支持、引导和协调作用;(5) 政府在农业合作经济组织发展中应主要调控如下内容:建立健全农业合作经济组织的法律、法规体系;通过制度创新和各种优惠政策优化其制度、政策环境;优化农业合作经济组织发展的资金环境;完善农业合作经济组织发展的市场体系等。 3.农业合作经济组织发展的国际经验借鉴。本章着重对日本和法国农业合作经济组织发展中的政府行为进行了比较分析,并总结出可供我们借鉴的经验:(1) 尊重农民意愿,坚持合作社原则:(2) 通过立法确立其法律地位;(3) 通过制定优惠政策支持合作经济组织的发展。 4.对中国农业合作经济组织及其发展中政府行为的实证分析。本章首先回顾了我国农业合作经济组织发展的历史,并针对性地提出其目前的发展特点及存在问题:(1) 中国农业合作经济组织的发展总体上呈如下特征:发展速度较陕,已有一定规模,覆盖面仍然较低;发展领域不断拓宽,但总体上仍以种养业居多:在组织创建上其他力量介入较多,农民自己组建的较少;(2) 中国农业合作经济组织发展中主要存在如下问题:理论体系有待完善、立法滞后、存在严重的资源短缺问题、自身的管理体系和自律机制不健全等。本章第二部分主要对我国农业合作经济组织发展中的政府行为进行实证性分析:改革开放前政府对合作经济组织的宏观调控,主要采用国家单方面实施、推动制度变迁的途经,1978年以来政府行为日趋冷静,集中表现……

　　【Abstract】 Agricultural cooperatives have had the history of 160 years. Cooperative economy has already been developing into an important part in the economy system day by day. And Agricultural cooperatives have played and are now playing a very important role in the development of developed and developing countries. China which is the largest agricultural and peasant population country has already been one of the WTO members. It is very important for it to organize its peasants to take part in the international and national competitions. Aiming at offering theoretical support for the governmental actions in the development of Chinese agricultural cooperatives, the thesis researched the successful governmental actions in the development of agricultural cooperatives in developed countries and those of our own country, found that governmental actions are very important and urgent for the development of agricultural cooperatives, especially for Chinese ones. The thesis tried to find the way of governmental actions and the things that we should pay attention to in government actions . It pointed out that Chinese government should support and guide the development of agricultural cooperatives by optimizing their environment.The full thesis is composed of introduction, the main content including 6 chapters of the thesis and the conclusion.The introduction. It mainly introduced the background, purposes, the theoretical and practical meaning of the research, cooperative theory and the practice of home and abroad countries, the thought and method in the research and the innovation in the thesis. It is the basic preparation of the research.From chapter 2 to chapter 7, the main content of the thesis, mainly researched the basic theory of agricultural cooperatives and governmental actions, governmental actions in the development of agricultural cooperatives in foreign countries that we can refer to ,the history of Chinese agricultural cooperatives and governmental actions in the development of them, principle and stress of the governmental actions, optimize the environment of agricultural cooperatives and things that we should pay attention to when the government take actions.The conclusion. This thesis focuses on the governmental actions in the development of Chinese agricultural cooperatives and draw the following conclusion: (1) It is Chinese peasant’s only way of participating in international and national competition to develop agricultural cooperatives. It is a rational choice of China’ s rural economic development; (2) Agricultural cooperatives have public article characteristics, its development needs the government’ s support; (3) The government should focus on optimizing the environment of agricultural cooperatives.
