【摘要】 家庭联产承包责任制的建立与社会主义市场经济体制的确立,把农民迅速推向了瞬息万变的市场,随着小农户与大市场的矛盾越来越突出,在大力推进农业产业化经营的过程中,新型农民合作经济组织应运而生。本文所指的新型农民合作经济组织是指《中华人民共和国农民专业合作社法》所定义的农民专业合作社,是指在农村家庭承包经营基础上,同类农产品的生产经营者或者同类农业生产经营服务的提供者、利用者,自愿联合、民主管理的互助性经济组织。它不同于其他社团性质的专业协会,而是入社缴纳股金的经济实体。它与传统合作经济组织有着明显的区别,主要表现在:背景、组织的基本目的、政府作用、开放性、产权安排、分配方式、规模、农民地位等方面。之所以称之为新型农民合作经济组织而不是新型农村合作经济组织,主要是为了突出农民在合作经济组织中的主人翁的地位和作用,强调农民合作经济组织是农民自己的组织,维护农民的利益。强调农民自主经营、自负盈亏、自我服务、民主管理。新型农民合作经济组织的产生,可以有效解决小农户与大市场的矛盾,提高农业的比较利益,有利于规模经济的形成,有利于维护农民的利益,有利于农民共同富裕的实现,并逐渐成为有效应对国际化挑战的一个重要途径。经济组织的运行经营机制,指的就是构成经济组织经营各因素的相互关系及其运行原理。运行是合作经济的生命所在,运行机制的功能作用,将决定合作经济组织生命期长短。高效的运行机制将有力推动合作经济的发展。本文试图对我国新型农民合作经济组织的运行机制作一比较系统地研究,以期对我国新型农民合作经济组织的健康发展作出些微的理论贡献。农民新型合作经济组织运行的基本过程是一个经济联合的过程,也是农业生产要素合理配置、优化组合的过程。这种组合不是各种要素能量的简单相加,而是一种质的飞跃。构成农民新型合作经济组织运行机制的因素主要包括组织内部的产权安排、治理结构与民主管理体系、利益体系、自我服务体系以及与外部的市场、政府等的联结与互动体系,而经济组织的运行机制就是这些因素的相互联系及运行过程。目前,新型农民合作经济组织形成的时间还不够长,运行机制尚不规范,与发达国家相比,我国的新型农民合作经济组织还处于发展的初级阶段,存在着许多不完善的方面,运行机制还很不健全。在内部运行机制上,存在着产权不明,内部治理结构不齐备,机构设置不合理,管理制度不完善,组织运作不规范,缺乏民主管理与民主决策的保障机制,内部监督管理不善,利益联结比较松散,利益分配不够合理,风险保障手段比较单一等问题。在外部运行机制上,存在着与市场的联结机制不够合理,政府对新型农民合作经济组织干预过多,扶持力度不够大等等问题,在很大程度上制约了其持续健康的发展,严重影响了新型农民合作经济组织的作用的正常发挥。完善新型农民合作经济组织,要坚持“民办、民管、民受益”的原则,保持合作经济组织的群众性质,坚持以市场为导向的原则,坚持按市场经济规律办事,依据市场的价格信号、供求变化、优胜劣汰的竞争机制开展生产经营活动。首先,在内部运行机制上,要创新产权制度,明晰产权边界;建立健全民主决策制度,完善理事会、监事会等机构的设置,加强业务监督,实行财务公开制度;创新利益联结机制,探索多形式、多层次、多环节的分配方式,通过提取风险保证金、建立保险体系、实行保护价格等方式降低会员风险;通过丰富合作组织的服务内容,拓宽服务领域,提高服务水平,培养具有较高经营管理水平的农业企业家等途径健全自我服务机制。其次,通过完善农产品市场体系,建立开放、竞争、有序的市场体系,完善市场基础设施建设,搞好农产品集散、配送、拍卖和营销信息系统的管理,大力发展要素市场,加强市场信息体系建设,完善新型农民合作经济组织与市场的联结机制。最后,完善与政府的互动机制,关键在于通过转变政府职能,正确定位政府角色,限定政府行为范围,保证新型农民合作经济组织的自主权,同时加大政府对新型农民合作经济组织的扶持力度,包括法律保护和法律规范,政策支持,资金支持等方面。论文的主要研究框架如下:第一章:为分析农民合作经济组织运行机制进行了理论方面的铺垫,对合作社的定义、原则及国内外关于合作社的理论进行概述,并对近年来国内关于农民合作经济组织运行机制的研究进行了综述。第二章:分析了我国农民合作经济组织的发展历史与现状,对改革开放前的互助组、初级合作社、高级合作社的运行机制进行了研究,提出了新型农民合作经济组织的概念,分析了新型农民合作经济组织与传统合作经济组织的区别,概括了新型农民合作经济组织的性质与特征,然后研究了我国新型农民合作经济的发展状况和类型。第三章:他山之石,可以攻玉。本章着重分析了国外农民专业合作经济组织的运行机制、发展趋势及其对我国的启示。第四章:这是本文的重点部分,本章对我国新型农民合作经济组织的内外部运行机制的现状与存在的问题进行了比较系统地探讨。首先是探讨了其内部运行机制:包括产权制度安排、治理结构与民主决策、利益机制与自我服务机制;其次探讨了农民合作经济组织与市场联结机制:包括新型农民合作经济组织与市场的关系、与市场联结的途径与农产品市场的现状;最后,探讨了农民合作经济组织与政府联结机制,包括农民合作经济组织与政府的关系,政府的行为定位及政府行为现状。第五章:在上述四章研究的基础上,在吸收国内外农民合作经济组织发展经验与教训的基础上,提出了完善新型农民合作经济组织运行机制的原则,并根据第四章提出的具体问题,提出了相应的对策建议。论文主要贡献和创新点主要有:(1)本文把新型农民合作经济组织的内部运行机制分为产权制度安排、治理结构与民主决策、利益机制与自我服务机制四个部分,分析了各个部分的现状与存在的问题,并提出了相关的对策建议。(2)探讨了农民合作经济组织与市场的联结机制,分析了农民合作经济组织与市场的关系,及其与市场联结的途径以及目前农村市场的现状,在此基础上提出了完善农村市场的对策建议。(3)研究了农民合作经济组织与政府的互动机制,分析了农民合作经济组织与政府的关系,分析了政府支持合作经济组织的基本逻辑,并提出了政府在合作经济组织运行中的行为定位应遵循三个“度”:一是要促进公平竞争;二是政府干预要“恰如其分”,即政府的扶持最终目标是使合作经济组织走上自助、自主、自强的持续经营之路;三是建立国家与合作社的“适当”的关系,国家不能不受限制地把行政干预扩张到合作社的内部事务中和日常经营决策中去。在此基础上,分析了目前政府的行为现状,并提出了相关的对策建议。(4)提出了完善新型农民合作经济组织运行机制应坚持“民办、民管、民受益”和以市场为导向两个基本原则。

　　【Abstract】 New-style farmer cooperative economy organization in the paper refers is this kind of organization which is defined by the“The Law of the farmer specialized cooperative in the People’s Republic of China”. This law defines it as this interdependent economic organization which is united voluntarily, and democratically managed by the operator of the same farm product or the provider, user of the same agricultural production management service, based on the rural household contract responsibility system.The factors Constituting the rural economy organization operating mechanism mainly include: the property right arrangement, the control structure, the democratic management system, the interest system, the self-service system in the organization, as well as the joint mechanism with exterior market, the interaction mechanism with government and so on the and the. These mutual relations and the movement process of these factors is the economic organization’s operating mechanism.The paper attempts to make a quite systematically study on Operating Mechanism of Chinese New-style Farmer Cooperative Economic Organization in China, in order to makes the slightly theory contribution to the health development of the new-style farmer cooperative economy organization.The main research frame of the paper as follows:Part one: constructed theory foundation by sum up the domestic and foreign definition, principle and theory about the cooperative economy organization. Moreover, it summarizes the domestic research about the operating mechanism of the new farmer cooperative economy organization in recent years.Part two: analyzed the development history and the present situation of the farmer cooperative economy organization, made a research on the operating mechanism of the traditional farmer cooperative economy organization in china, made a definition to the new-style farmer cooperative economy organization, analyzed the difference between the new-style and the traditional farmer cooperative economy organization in china, summarized the nature and characteristic of the new-style farmer cooperative economy organization, presented the development condition and the type of the new-style farmer cooperative economy organization in china at present.Part three: emphatically analyzed the overseas farmer specialized cooperative economy organization’s operating mechanism, the development tendency and its enlightenment to our country.Part four: This is the key part of the paper; it quite systematically researched and discussed the present situation and the problems of the interior and exterior operating mechanism of the new-style farmer cooperation economic organization in china. First, it discussed its internal operating mechanism, Including : the property right arrangement, the control structure, the democratic management system, the interest system, the self-service system in the organization; second, it discussed the joint mechanism with exterior market, the approach the organization enter the market, and the present situation of the farm produce market; third, it discussed the interaction mechanism with the government ,including the relationship between the organization and the government, the orientation of the government action ,and the present situation of the government action.Part five: based on the research of the four parts above, absorbing the development experiences and lectures from the domestic and foreign farmers cooperative economy organization, proposed the principle of improve the operating mechanism of the new-style farmer cooperative economy organization, and put forward relevant proposals for the concrete questions proposed in part four.
