【摘要】 大力发展农业,加快农业的产业化进程是促进中国经济协调发展,实现传统农业向现代农业转变的重要保证。近年来,新型农民专业合作经济组织不仅在促进农民增收、保障农民利益、提高农民的组织化程度等方面发挥了积极的作用,此外,它在提高农业产业化水平和推动农业的产业化进程方面的作用也日益显现出来。但是,随着市场经济的不断深化,农民专业合作经济组织的发展也暴露出了许多问题,例如合作组织管理制度不健全、资金短缺、人才匮乏等等,需要政府加以引导和扶持,以保证农民专业合作经济组织健康、快速的发展。本论文在总结国际农业合作社发展的实践经验的基础上,通过对我国农民合作组织发展历史的回顾,找出了制约我国合作经济组织发展的影响因素及政府在支持和引导农民专业合作经济组织发展过程中存在的不足,提出了促进农民专业合作经济组织发展的相关政策建议,以期为农民专业合作经济组织的具体实践提供理论指导,并为政府相关部门的政策制定提供参考。本论文由七章组成:第一章“导论”,着重介绍研究背景、目的、意义、思路和方法,并总结本研究的可能创新之处。第二章“政府支持农民专业合作经济组织发展的基础理论”,主要介绍农民专业合作经济组织的相关理论。第三章“国外合作社发展的政府支持经验借鉴”,简要介绍法、日、德三国合作社发展的经验,并加以总结。第四章“农民专业合作经济组织的发展现状及存在问题”,通过对农民专业合作经济组织发展历史及发展现状的回顾,找出农民专业合作经济组织发展中存在的缺陷及政府支持中的不足。第五章“政府的法律支持与政策支持”,《农民专业合作社法》的出台,结束了我国农民专业合作经济组织无法可依的局面,但是相关的法律体系还需要不断地完善。此外,政府还应调整农业产业结构,并对农产品进行区域布局规划,以提高农产品的品质及竞争力。第六章“政府的金融支持与财政支持”,针对农民专业合作经济组织资金缺乏的现状,政府应加大对农民专业合作经济组织的资金支持,可以通过提供低利率贷款、简化贷款程序等方式加大对农民专业合作经济组织的资金扶持力度。此外,还应加大财政对农民专业合作经济组织的投入,以促进农民专业合作经济组织的发展。第七章“政府引导农民专业合作经济组织健康发展的对策”,针对农民专业合作经济组织发展过程中存在的问题,提出相应的对策。

　　【Abstract】 In order to promote the coordinated development of china’s economy and realize the transformation from traditioal agriculture to modern agriculture, we must develop china’s agriculture and speed up the process of agriculture industrialization production with our all effort. In recent years, farmer’s cooperatives play a great role in improving the farmers’organized level and income, also, they’er very useful to protect the farmers’benefit. With the development of the economy, famer’s cooperatives become more and more important in improving the level of agriculture industrilization production. However, with the deepening of the market economy, there are many problems in the process of farmer’s cooperatives’development, such as lack of enough money for further development, lack of people who have some special abilities and so on. In order to solve these problems, make sure the famer’s cooperatives can develop healthily and quickly, the government must give them some help and useful support.Based on the experiments of cooperatives’development in some countries and the history of cooperatives’development in china, we can find the factors that affect famer’s cooperatives’development and the weaknesses of the government in supporting process. In this paper, the writter give some suggestions for promoting famer’s cooperatives’development, hoping it would benefit to the cooperatives and government for consideration.The paper compirses of seven parts. The first part is the description of the research background, research purpose, research significance and research means. The second part mainly introduces the theory of famer’s cooperatives. The third part simply introduces the experiments of cooperatives’development of France, Japan and Germany. The fourth part is based on the history and the actuality of cooperatives’development in china, finding out the weakness of the government’s support on famer’s cooperatives. The fifth part introduces the situation that the government’s policy support and law support of the famer’s cooperatives. It’s the end of the situation in china that there’s no law for famer’s cooperatives after the Famer’s Cooperatives Law’s making, however, the law system that relative to famer’s cooperatives need to be perfected. Besides, in order to improve the agriculture production’s quality and competitive forces, the government need to adjust the agriculture industrial structure and plan the agriculture production region. The sixth part describes the situation that the government’s finance support of the famer’s cooperatives. In order to solve the problem that there isn’t enough capital for the famer’s cooperatives’development, the government should strengthen the finance support on them. In the seventh part some strategies are given in order to solve the problems during the process of the famer’s cooperatives.
