【摘要】 在建设社会主义新农村的背景下,以农民为主体的农民合作社无疑将成为发展农村经济的主体力量,有利于提高农民组织化程度、促进农业产业化经营,解决农民的生产和生活的实际困难,以切实维护农民的合法权益。然而,我国的农民合作社尚处于起步阶段,在法律制度建设、内部治理机制、同政府关系等方面存在一些问题。目前,政府应当加大对农民合作社的扶持力度,加强对农民的教育和农民合作社的指导工作,采取适当的措施保障农民合作社的健康发展。首先,本文注重于对农民合作社内涵以及现状的分析,通过分析影响合作社发展的因素,提出本文的基本观点,并以此提出本文所坚持的创新点,即坚持发展农民合作社必须开放农村金融市场,发展农村合作金融事业,提高农民对金融知识的认识以及加强农村金融立法建设等措施,来保障农民合作社发展的金融环境。只有农民建立了属于自己的农村金融组织,其生产、生活方面的合法权益才能得到根本的保障。只有加强农村金融市场的建设,农民合作社作才能在市场上真正地实现自己的价值,增强“小企业”的竞争力,为农民合作社未来企业化发展奠定基础,以更好的参与国际市场。其次,本文通过对不同亚洲国家即日本、韩国和台湾的农民合作社进行分析,来了解有相似农业背景的邻国如何发展农民合作社,吸取其成功经验来引导我国农民合作社的良性发展。再次,文章最后在分析农民合作社存在合理性、必要性的前提下,着重分析国家对农民合作社的积极影响以及政府行政管理职能的有效执行,其中主要包括合作社的法律建设、政策扶持、人才建设、宣传教育等。同时,对合作社的不同发展阶段的特点以及政府应该担任的角色给予定位的分析,以尽可能地实现政府对农民合作社的积极作用,促进农民合作社的健康发展。本文通过对我国农民合作社现状以及出现的具有代表性的问题的分析,提出了建设合作社的政策意见,希望随着不同合作社的发展阶段,能从外部环境与内部环境两个方面来保障合作社的健康可持续性发展。其主要肯定了政府对农民合作社的积极影响,坚持政府行政管理职能的有效执行以及农村金融对农民合作社发展的重要作用等。本文的不足之处在于,鉴于对农民合作社发展的宏观环境进行分析,缺乏对于农民合作社某些发展问题的专业性分析,研究不深入。同时,由于我国农民合作社的发展尚处于初级阶段,不同地区、不同阶段合作社发展遇到的问题并不统一,本文没有针对发达地区和不发达地区的合作社进行具体的对比论述,是本文的不足。这也就决定了不同国家、不同经济、政治背景,农民合作社的发展必须因地因时制宜,选择适合的途径去摸索、创新。本着对合作本质的把握以及对合作精神的坚持,农民合作社的发展才能更加顺畅。论文着力于在分析农民合作社产生原因及发展现状的基础上,总结影响合作社发展的某些因素,并最终提出相关的对策建议。其具体文章结构和内容如下：第1章,首先分析了本文研究的背景、理论和意义,结合新农村建设以及目前国内外研究现状,分析发展农民合作社的客观需要性,提出本文所要研究的内容和研究所使用的方法。第2章,主要论述我国农民合作社的内涵及其发展。在认识农民合作社含义的基础上,根据其发展的特点以及不同特色的组织类型,对本文所要进行的农民合作社进行合理的界定,着重分析我国农民合作社的发展现状以及存在的问题。第3章,主要通过对浙江省的典型事例分析,总结我国试点城市的成功经验,为农民合作社的进一步推广,提供经验借鉴。第4章,注重分析亚洲不同国家农民合作社发展的实践和经验。本章旨在对亚洲不同国家、不同特征的农民合作社进行归纳和论述,通过选取相关内容,进行分析总结,以探索农民合作社发展过程存在的主要问题。第5章,论述我国农民合作社发展的对策和建议。主要结合我国农民合作社的发展现状以及存在的问题,提出相关的政策建议,把握农民合作社的发展阶段和趋势,以有利于政府职能的更有效地实现。第6章,研究结论。对上述各章研究进行总结。

　　【Abstract】 In the course of buliding a new socialist countryside, to farmers as the main farmers’ cooperatives will undoubtedly become the main force of development of the rural economy, improve the degree of farmer organizations,promote the industrial management of agriculture,solve the practical difficulties of the farmers’ production and living to effectively protect the legitimate rights and interests of farmers.However,farmers’ cooperatives in China is still in The initial stage. there are some problems,for example,the legal system, the internal governance mechanisms, relations with the government,etc.Currently, the government should increase efforts to support farmers’ cooperatives, to strengthen farmers’ education and farmer cooperatives’ guidance,and take appropriate measures to ensure the healthy development of farmer cooperatives.Firstly, this paper focuses on the analysis of the meaning and status of farmers’ cooperatives,by analyzing the factors affecting the development of cooperatives. makes this basic point of view, and proposes the innovation of this paper, development of farmer cooperatives need to open up the rural financial market and the development of rural cooperation of the financial industry, improve farmers’ knowledge of finance, strengthen the development of rural financial legislation and etc, to protect the financial environment of the development of farmer cooperatives.Only farmers set up their own rural financial institutions, the legitimate rights and interests of their production and life can get protection fundamentally; only strengthen the construction of rural financial markets, farmers’ cooperatives in the market can realize their value, and enhance "small businesses’" competitiveness, lay the foundation for enterprise development of farmers’ co-operatives, in order to participate in international markets better.Secondly, the analysis of farmers’ cooperatives in different Asian countries, Japan, South Korea and Taiwan,makes us understand how to develop farmers’ cooperatives in the similar agricultural background, learn their successful experience to guide the sound development of China’s farmers’ cooperatives.Finally, under the premise of the reasonable analysis of farmers ’cooperatives, the article focuses on analyzing the country’s positive impact on farmers’ cooperatives, and government the effective implementation of administrative functions, which includes the construction of cooperative law, policy support, personnel development, publicity and education and so on. At the same time,on the analysis of different stages’ characteristics of development of cooperatives and the role of government should be given to positioning, to the extent possible to achieve the Government to farmers cooperatives’ active role in promoting the healthy development of farmer cooperatives.The paper bases on the status of farmer cooperatives in China and the analysis of the representative problem, proposes the construction policies, hoping that with the different stages of development of cooperatives, from the external environment and internal environment to protect the health of cooperatives’ sustainable development. The paper mainly affirmes the government’s positive impact on farmers’ cooperatives, insistes that the effective implementation of the government’ administrative functions and development of rural financial cooperatives for farmers as an important role,etc.Inadequacies of this article is, in the view of the analysis of the macro-environment of formers’ cooperatives’ development, the lack of some professional analysis of farmers’ cooperatives,the research is not thorough. Meanwhile, the development of farmer cooperatives in China is still in its infancy, different regions and different stages of development problems of cooperatives are not uniform, there is no much discussions on specific cooperatives of developed areas and underdeveloped regions, it is this deficiency.But,this also determines in the different countries and different economic and political background, the development of farmers’ cooperatives need to select the appropriate way and time to explore, innovate. Grasp the nature and the spirit of cooperation and adhere to the spirit of cooperation to make the development of farmer cooperatives more smooth.This thesis focuses on the analysis of the causes of farmers’ cooperatives,summarizes the different factors affecting the development of cooperatives, and ultimately puts forward suggestions.The specific structure and contents of the article is as follows:Chapter 1, firstly, analyzed this study’ background theory and significance associated with the new national rural development and the current research status,analyzed the objective needs of the development of farmer cooperatives, proposed contents of the study and research methods.Chapter 2, discussed the meaning of our farmers’ cooperatives and the development,on the basis of the recognition he meaning of of farmers’ cooperatives,according to the characteristics of its development and the different characteristics of the tissue types,defined the meaning of farmers’ cooperatives reasonably,focused on analysis of the current development of farmers’ cooperatives and some current problems.Chapter 3, mainly through the analysis of typical examples of Zhejiang Province, concluded the successful experience of China’s pilot cities for the further promotion of cooperatives, to provide reference.Chapter 4, focused on analyzing the Practice situation and experiences of farmers’ cooperative organizations in different countries in Asia.This chapter aims to summarize and discusse various Asian countries, different characteristics of the farmers’ cooperatives,select the relevant data,analyze and summarize,in order to explore the main problems of the farmers’ cooperatives’ development. Chapter 5, discussed the strategies and advice of China’s rural cooperative’ development, bases mainly on the development status and problems of China’s farmers’ cooperatives,puts forward some feasible policies and measures,grasps the stage of development and trends of Farmers’ cooperatives,ensures that government functions more effectively achieve.Chapter 6, drawed the conclusion of the study,summarizes studies of the above chapters.
