【摘要】 农民专业合作社是建设现代农业的重要力量。发展农民专业合作社,对于解决小农经济与大市场的矛盾,提高农民的组织化程度,增加农民收入,促进农业产业化经营,提升农业综合竞争力,加快社会主义新农村建设具有重大的现实意义。但由于农民专业合作社在我国尚处于发展的初级阶段,受合作社自身因素和外部发展环境的影响,在发展过程中还存在着很多问题,使合作社难以发挥出其应有的作用,急需我们解决。本文通过对农民专业合作社在国内外的发展情况进行理论分析和借鉴；然后深入研究我们国家农民专业合作社的产生和发展过程,对其发展的必要性与可行性、作用与意义进行分析和总结。在此基础上,以咸宁市为例,通过对咸宁市农民专业合作社的发展状况进行实践调查,从中总结发展过程中所取得的经验和教训。对于农民专业合作社所存在的整体发展水平偏低,合作社规模小,效益低,运作制度不规范,品牌意识不强和缺乏市场竞争力等问题进行深入分析并分析指出影响合作社发展的原因所在。进而提出加大宣传培训力度、扶持力度,提高合作社规范化建设水平,加强对合作社的引导,加强品牌意识与市场连接力度,建立健全农民专业合作社指导队伍体系等对策建议。以期促进咸宁市农民专业合作社的进一步发展和咸宁农业经济社会的进步。

　　【Abstract】 Farmer Specialty Cooperatives is a very important power to the modern agriculture construction. The developing of the farmer specialty cooperatives has great realistic meaning for solving the contradiction between the peasant economy and large market, increasing farmers’income, promoting the industrialization of agriculture, improving agricultural comprehensive competitiveness and accelerating the socialist new rural construction. Farmer Specialty Cooperatives is on its primary stage in China and affecting by its own factors external development environment, t it still has a lot of problems during the development thus it is hard to exert its expected functions, which need us to settle urgently.This article analyzes and summarizes the necessity and feasibility, function and significance of the Farmer Specialty Cooperatives by theoretically analyzing and referencing its development situation home and abroad. On the basis of this, the writer takes XianNing as an example, sums up its experience and shortage during the development process by practically investigate XianNing’s Farmer Specialty Cooperatives’s development situation. The writer gives a thorough analysis to the problems such as the partially low development level, small cooperative scale, low befit, ill-formed operation system, poor brand consciousness, lacking of market competition etc., and points out the reasons that affect its development. By the same time, on the purpose of promoting Farmer Specialty Cooperatives’s further development and XianNing’s agricultural economic progress the writer gives the suggestion of enlarge promoting and training, improving cooperative’s standardization construction, strengthen the guide to cooperative, strengthen brand consciousness and the connection to the market, establish and perfecting a guiding system.
