【摘要】 农村社区股份合作制改革是继农村家庭联产承包责任制和乡村集体企业产权制度改革后,农村经济体制改革的第三次重大突破,是随着城市化进程的加剧和机构改革的不断深化而进行的。江苏省吴江市汾湖经济开发区的L村地处苏沪交界地带,为一富裕的城郊村。顺应农村社区股份合作制改革的潮流,该村在2007年进行了农村社区股份合作制改革。本文结合我国集体经济发展状况和国内一些地方农村社区股份合作制改革的经验做法,分析了L村实行农村社区股份合作制改革的现实背景和具体措施,综合评价了改革的成效,认为此次改革取得了一定的成果,同时也存在着一些问题。借鉴国外典型例子的先进经验和做法,提出了完善农村社区股份合作制改革需要建立完整、开放的产权体系,构建现代企业管理制度与监督体系,同时需要加强政府改制指导和监管。

　　【Abstract】 As the rising and the deepening urbanization and the restructuring of the institutions, rural community share cooperation reform became the third major breakthrough of countryside economic system reform, after the rural household contract responsibility system and rural collective enterprise property rights system reform.L is a wealthy suburb village in Fenhu economic development zone.It is located in Jiangsu province, near Shanghai. Conform to the rural community share cooperation reform trend in the year of 2007, the village carried out the rural community joint-stock cooperative system reform. According to domestic collective economic development status and the practical experience of the local rural community share cooperation reform, this paper analyzes the background and measures of rural community share cooperation reform in Lihua village. Also it gives the comprehensive evaluation of the achievements. We see not only the achievements, but also problems. With the reference of the joint-stock enterprise and typical case from abroad, the paper puts forward the viewpoint that the rural community share cooperation reform needs to establish a complete, open property rights system. And modern enterprise management system and the supervision system should be constructed. At the same time during the restructuring, we need to strengthen the guidance and supervision of the government.
