【摘要】 台州人民富有创新精神,早在1980年3月就成立了浙江省内第一家新型的农民专业合作组织——临海市茶叶协会。从那以后,广大农户为适应生产经营中联合和合作的需要,继续进行了卓有成效的探索。尤其是在2000年以后,在政府的引导下,农民专业合作组织发展迅速,不断壮大,在吸取国际上经典合作组织经验的基础上,结合自己的实际,创造性地开展工作,并积累了许多宝贵的经验,有力地推动了合作社事业的发展,成为国务院确定的六个农民专业合作组织试点市之一。 本文首先简要介绍了台州市农民专业合作社发展现状;从社员关系、组织结构、股权结构、利益返还和表权方式等方面分析了台州市农民专业合作社的组织特色,指出这些组织特色具有明显的台州地域特征;总结了台州市发展农民专业合作社的主要做法:(1) 加大政策扶持,改善发展环境;(2) 建服务平台,培植典型示范;(3) 加强工作指导,促进规范发展;(4) 强化组织推动,形成发展全力。 本文提炼和归纳了台州市发展农民专业合作社取得的初步成效:(1) 创新了农业经营机制,推进了农业产业化经营;(2) 进行了合理的产业空间布局,推动了农业产业结构的战略性性调整;(3) 改变了农业生产方式,提高了农产品质量安全水平和市场竞争力;(4) 有效地解决了农产品销售问题,促进农民收入持续增长。 本文着重指出台州市农民专业合作社发展存在的问题:(1) 发展不够快,覆盖面小;(2) 合作社的法人地位问题未明确;(3) 合作社的税收优惠问题未解决;(4) 合作社的融资问题难落实;(5) 合作社的销售问题;(6) 内部运作不够规范;(7) 与会员的利益关系不够紧密;(8) 服务层次低,市场竞争力不强;(9) 行政色彩较浓。 本文通过对温岭市联树果蔗合作社、仙居县广度高山蔬菜专业合作社、温岭市绿牧草鸡产销专业合作社等三个案例的调查,从合作社的产生和基本情况、合作社的运作机制、合作社的绩效与问题入手进行总结,分析讨论了农民专业合作社的制度创新、组织变异、合作社企业家产生和作用、合作社和农户在生产经营过程中的风险等问题。

　　【Abstract】 Early in March of 1980 year, the people of Taizhou having innovation spirit has come into existence the frist new farmer specialty cooperate organization of zhejiang province-Tea ISOC of Linhai city. After that, in order to accommodate to need of unity and cooperatation of produce management , many people continued highly effective exploration. Especially after 2000 year, under leaded of government, farmer specialty cooperate organization developed rapidly, ceaseless grandness, and absorbed experience of international sutra cooperate organization, then integrated themself practice into develop work and accumulated many invaluableners experiences. All of these promoted cooperate organization development effectively. Taizhou city become one of six experimental region of farmer specialty cooperate organizations which were established by State Department.This dissertation first introduced actuality of farmer specialty cooperation of Taizhou city in briefly and analyzed its characteristics from associator relation, organization structure, stock structure , benefit return and other sides. Indicated that these organizations have remarkable city characteristic of Taizhou; Sumed up main operative methodof Taizhou to develop farmer specialty cooperation as follows: (1) increased policy support, improved develop environment; (2) established service flat roof; (3) reinforced work lead, accelerated criterion development; (4) intensified organization impulse,formed develop main.This dissertation epurated and concluded the principium effect of Taizhou city develop farmer specialty cooperation as follows: (1) innovated system of agrcultural production management,accelerated agricultural indutrization; (2) carried through industry space position rationally, inpulsed the adjustment of agriculture industry structure; (3) changed the mode of agriculture produce, increased farm produce quality , security level and market competition; (4) efficiently solved problem of farm produce sell, promoted peasant income increase continually.This dissertation emphasize put forward the problem of Taizhou farmer specialty cooperation: (1) development was not enough quickly, bestrow was small; (2) corporation status of cooperation was not definitude; (3) favourable revenue problem of cooperate organization could’t solve; (4) financing of cooperate organization was difficult carried out; (5) sell problem of cooperation; (6) bowel acted up; (7) associator relation was not compactness; (8) service arrangement was lowness, market competition wasn’t strong; (8) bring too much administration.Through investigation of three cooperatives case in Wenling city and Xianju county, this dissertation analyze farmer specialty cooperatiosystem innovation, organization differentiation, cooperation enterpriser come into being and function, risk of cooperation and farmer during produce and management from cooperate organization produce and basic circs , movement system,
