【摘要】村庄空心化是我国在经济高速发展，人口大量流动时，所一并产生的特殊问题，其所导致的土地过度浪费，住宅规划混乱等一系列问题对我国的农村以及城市经济建设都带来了很多不利的影响。民族地区农村的空心趋势又有其自身的特点。这种现象造成农村地区人才严重流失，留守人口的整体素质相对较低，使得农村地区人才匮乏，土地资源被大量闲置，所以如何利用这一部分人发展合作社显得非常重要。

　　本文首先是通过青海省农村人力资源幵发利用的现状分析，概括地介绍了青海省农村人力资源开发与利用的现状，并且分析了目前青海省农村人力资源存在的主要问题，村庄空心化及其带来的影响。其次分析了目前人力资源状况的影响下，西北民族地区农民专业合作社的人才需求，以及给西北民族地区农民专业合作社带来的影响。最后根据上述情况描述，给出了青海生农民专业合作社推进人力资源开发利用的对策建议，以及农民专业合作社人力资源团队的有效构建方法。

　　研究发现农业的发展，最终离不开政府的支持和大量的技术人才队伍，只有实行有效的人力资源开发战略和对策，才能将村庄空心化影响下的闲置的农村人力资源数量转变为人力资源质量优势，从而推动农民专业合作社不断稳步发展。作者认为应该搭建农民创业的广阔平台。根据乡村经济发展情况和人才特点，积极引入公司发展模式，吸引返乡农民工参与进来，努力将分散的农村人才整合成具有市场竞争力的"人才集团"和"经济实体"。同时应该加大对农村人力资源开发的投入力度，将资金投入纳入各级政府整体规划。

　　【Abstract】The hollow of village in China is special issues,which result from rapid economic development and flow of large population. Excessive and wasted Land, chaos of residential planning are lots of adverse effects,which will be destrucy construction of China's rural and city economy . Trend of rural hollow has specil characteristic. Serious talent drain in rural areas caused this phenomenon. The result is that overall quality of Left-behind population is relatively low,and lack of talent in rural areas .So it iseems important that how to use of this part of the people to develop cooperatives .

　　This paper is through the Qinghai province countryside human resources development use present situation analysis, introduced the Qinghai province countryside human resources development and the use present situation, and analyzes the current Qinghai province countryside human resources problems, village hollow and impact. Followed by analysis of the current situation of human resources under the influence of northwest minority areas, farmers cooperatives of professional talent demand, and to the northwest minority area farmer professional cooperative effects. Finally based on the above description, given the Qinghai born professional farmers cooperatives to promote human resources development utilization countermeasures of farmers' professional cooperatives, as well as the effective human resource team construction method.

　　Research shows that the agricultural development, ultimately inseparable from the support of the government and a large number of technical personnel, only the implementation of effective human resources development strategy and countermeasure, to the village of hollow under the influence of idle rural manpower resources quantity change into human resources advantages of quality, so as to promote the steady development of farmers' professional cooperatives. The author thought should build farmer poineering platform. According to the rural economic development situation and the characteristics of talent, and actively introduce development pattern, to attract migrant workers involved, efforts will be scattered rural talent into the competitive" talent group" and" economic entity". At the same time should be increased on the development of rural human resources investment, the funds will be invested into the overall planning at all levels of government.
