【摘要】农民合作社民办、民管、民受益的特性体现了民主管理在合作社运营中的重要性，合作社的民主管理程度直接影响其组织功能的发挥。研究西北地区农民合作社的民主管理问题，对促进西北地区农民合作社的健康发展有重要的理论意义和实践价值。

　　本文首先从农民能力的视角出发，通过与公司型企业的对比，研究了西北地区农民合作社的民主管理对农民的能力要求。其次，通过对农民参与合作社民主管理的成本收益分析，研究了西北地区农民合作社民主管理的成本收益对农民参与合作社民主管理的影响。最后，基于以上研究并借鉴中东部发达地区农民合作社民主管理的成功经验，提出解决西北地区农民合作社民主管理薄弱问题的对策建议。

　　研究发现，西北地区农民能力普遍偏低导致了农民参与合作社民主管理的能力不足；农民合作社民主管理的高成本低收益导致农民参与合作社民主管理的动力不足。作者认为，对农民进行合作社知识的细致宣传可以让农民形成对合作社正确的组织定位，导入多元化的农民教育培训方式和丰富教育培训内容可以全面提升农民的综合能力素质，参与村庄公共事务管理和农业产业化项目可以让农民在实践中锻炼、提升民主管理能力；加大对农民合作社的扶持力度仍然是目前降低合作社管理成本的最直接方式，规范合作社的民主管理机制将为合作社的民主管理打下坚实的组织结构基础。

　　The characteristics of co-operation that civilian-run, civilian-manage and civilian- benefit reflect the importance of democratic management in co-operation's operating, yet the degree of co-operation's democratic management affect the exertion of co-operation's organizational functions directly.Research co-operation's democratic management have the great significance and practice value in promoting the development of northwest regions co-operation.

　　First of all, from the angle of view of the peasants' capabilities, comparing with corporative company, research the requirement of farmers' ability in co-operation's democratic management. Secondly, through the analysis of cost-benefit that farmers take part in co-operation's democratic management, research the influence by cost-benefit that farmers take part in co-operation's democratic management in co-operation's democratic management.At last, combined with the research and refer successful experience of co-operation's democratic management in middle eastern developed area, offer countermeasure proposal in resolving the problem of co-operation's democratic management in western regions.
