【摘要】 新型农民专业合作社是应对市场经济的挑战和弥补家庭联产承包责任制的缺陷而产生的。大力发展新型农民专业合作社,提高农民组织化水平,将一家一户的“小”农民组织起来,共同应对“大”市场的需求、变化及挑战,这将有助于提高农民主体在市场竞争和谈判中的地位,降低农民在农业生产中的种植风险、农业结构调整中的政策风险以及农产品经营流通中的市场风险。这是本文作者关注新型农民专业合作社问题的出发点。论文共分为五章：第一章为绪论,介绍了研究问题的提出、新型农民专业合作社相关概念辨析、我国新型农民专业合作社发展历程、主要研究内容和方法；第二章为文献综述,论述了国内外相关研究综述与国外合作社发展实践及其对我国的启示；第三章阐述了怀远县新型农民专业合作社发展状况,分别为怀远县简介、怀远县新型农民专业合作社发展现状、怀远县新型农民专业合作社发展类型即能人创办型、企业领办型、政府引导型和支部带动型；第四章分为两部分,第一部分介绍怀远县新型农民专业合作社发展中存在的问题,第二部分则分析了制约怀远县新型农民专业合作社发展的因素；第五章是推进怀远县新型农民专业合作社发展的对策,具体措施为加大政府扶持力度、改变扶助资金使用方式、加快开展怀远县农民资金合作组织试点工作、引导专业合作社规范化建设、强化合作社教育与培训工作以及推动合作社之间的合作与联合。论文最后为结语部分。对论文进行了简要总结和指出进一步研究之处。

　　【Abstract】Rising of the new-type professional farmers' cooperatives is to respond to the challenge of the market economy and the made-up of the household contract responsibility system defects. Developing the new-type professional farmers' cooperatives and raising the farmers' systematization level, and organizing the single household of the “small” farmers to respond to the demands, changes and challenges of the “big” market, which helps the farmers to improve their position in the market competition and negotiation，and to reduce the farmers' plant risks in the agricultural production, the policy risks of the agricultural industry adjustment and the marketing risks in the circulation of the agricultural products. This is the primary reason for the author concerned the problems of the new-type professional farmers' cooperatives. This thesis is made up of five chapters as the following: The first chapter is the introduction, which introduce the raising of the study of the new-type farmers' professional cooperatives, related concepts of the new-type farmers' professional cooperatives and the course of Chinese new-type farmers' professional cooperatives. The second chapter is the literature review, which states the foreign and domestic related research reviews and the development models of the foreign cooperatives and their enlightenments to China. The third chapter elaborates the development of the new-type farmers' professional cooperatives in Huaiyuan County. The first part of this chapter is the brief introduction of Huaiyuan County, and the second part is the statement of the development of the new-type farmers" professional cooperatives in Huaiyuan County. The final part of this chapter is the elaborations of the four types of the new-type farmers" professional cooperatives in Huaiyuan County such as the cooperatives founded by the rural economic elites, the cooperatives founded by the agricultural enterprisers, the cooperatives founded with the government's guidance and the cooperatives founded by the grass-rooted units of the CCP. The fourth chapter is divided into two parts. The first part is to analyses the existing problems of the development of the new-type farmers' professional cooperatives in Huaiyuan County, and the second part is to illustrate the restricting factors of the development of the new- type farmers' professional cooperatives in Huaiyuan County. The fifth chapter is about some suggestions of how-to advance the development of the new-type farmers' professional cooperatives in Huaiyuan County. The suggestions are to strengthen the support from the Huaiyuan government, change the using means of the assist founds，to accelerate the experimental units of the farmer capital cooperation in Huaiyuan County, to guide the standard construction of the new-type farmers' professional cooperatives in Huaiyuan County, to reinforce the cooperative education and to promote the cooperative-joint. The final part is the conclusion of this thesis.
