【摘要】 “三农”问题是关系中国改革和发展的一个根本性问题，其核心问题是农民问题，而农民问题的核心则是如何增加农民收入、改善农民生活的问题。家庭联产承包责任制曾有效地解放了农村生产力，促进了农村经济的发展。但是我国农产品参与国际竞争的能力较弱，价格偏高，难以实现我国农业的标准化生产，更无法打破国外的“绿色壁垒”。而各类专业合作社在引导农民进入市场方面则可起到信息传递作用、生产指导作用和销售中介作用。故而，大力发展新型农民合作经济组织，提高农民的组织化程度，便成为解决“三农”问题，加强农村基础设施建设，改善农村环境，促进农业增效，农民增收的必然选择。

　　本文采用参考文献和现状研究，通过对比分析并且深入广大群众，开展调查问卷法，典型案例剖析法，系统研究了广阳区农业合作社的发展现状，存在的问题，并提出了解决问题的对策，形成以下结论：

　　(1)查阅关于农业专业合作社方面的有关理论知识，学者的学术研究资料,从经济学角度研究广阳区农业合作社存在的必要性。

　　(2)广阳区农民专业合作社的发展，大致可分为三个阶段；发挥了促进现代农业发展，促进农民增收致富，开拓服务农村市场，实行农产品标准化生产，提高社员整体素质的作用；具有多种形式并存，合作范围广泛，品牌创新能力强，促进现代农业发展的特点。

　　(3)系统阐述了广阳区农业专业合作社的做法经验以及内部结构创新的动因。

　　(4)分析了广阳区农业专业合作社存在的问题，提出加快本区农业专业合作社的对策。

　　【Abstract】"Three Peasant Problem" is the basic problem of Chinese reformation and development. How to increase farmers ' income and improve their living is the key problem. The household contract responsibility has been effective role in the emancipation of productivity in rural areas and promoting agricultural economic development. For high price of agricultural products and its poor competitive ability, it is hard to realize agriculture standardization production. Agricultural cooperation can transfer information, guide production and mediates sales. Hence, development of agricultural cooperation improves farmers’ organization degree, strengthen the building of infrastructure, improve the rural environment and increasing peasants' income.

　　This paper analyses the situation agricultural cooperation, identifies the difficulties and problems of of Guangyang District and proposes countermeasures to solve the problems. The main conclusions of this paper is as below:

　　(1) This paper researches the necessity of the agricultural cooperation in Guangyang District based on relevant theoretical knowledge and academic research material.

　　(2) The development of Guangyang District can be divided into three stages; it plays a role of promoting development of agricultural cooperation, propelling farmers to get rich, serving rural market,carrying out agricultural standardized production and improve farmers’ professional level; it is with features of co-existence, widely cooperation, strong brand creativity and promoting development of agriculture.

　　(3) This paper made a systematic exposition of experience and factors that effects structural innovation of Guangyang District.

　　(4) This paper puts forward the problems in Guangyang District agricultural cooperation and proposes countermeasures to solve the problems.
