【摘要】 本文基于农民专业合作经济组织为视角,运用善治理论、多中心治理理论,从农民专业合作经济组织的发展历程、现状出发,分析其与基层政府、村委会之间的关系,农民专业合作经济组织参与乡村治理的目的和方式,进一步探讨农民专业合作经济组织对乡村经济、基层民主、乡村政权格局、乡村社会管理的影响。由于农民专业合作经济组织自身建设滞后、乡村政治关系不顺、乡镇府机构改革不彻底、参与机制不健全等原因,使得农民专业合作经济组织参与乡村治理中遇到不少问题,在此基础上提出从加强农民专业合作经济组织自身建设、转变政府职能、理顺乡村政治关系、乡镇机构改革、完善参与机制、探索建立多元治理主体的乡村治理模式等方面来改善乡村治理。

　　【Abstract】This paper is based on the farmers' professional cooperative economic organization perspective，it uses of the theory of good governance and theory of multi-agency management. It discusses the course of development of the farmers' specialized cooperative economic organizations, the current situation, and then it analyses the relationship between the economic organizations and local governments、 village committees, the purpose and methods of Rural specialized cooperative economic organizations and rural governance, further discusses the farmers' professional cooperative economic organizations' influence in the rural economy, grassroots democracy，rural political power pattern and due to the construction of farmers' professional cooperative economic organizations backward, the rural political relations that does not go welL the township government institutional reform that is not through, involved in the mechanism is not perfect and other reasons, making the rural specialized cooperative economic organizations encounter a number of problems in rural governance, the passage gives some advices to improve rural governance, such as enhance the self-construction of farmers' professional cooperative economic organizations, transform the government functions, rationalize the rural political relations, the rural institutional reform, the participation mechanism improvement, establish a village governance model of a multi-governance subjects.
