Abstract: The article evaluated the implied production neutrality of fixed, direct payments under the 1996 Federal Agriculture Improvement and Reform (FAIR) Act of the United States. The study offered additional evidence regarding the potential for direct payments to have production and acreage effects. The authors also presented a broad evaluation of the factors that farmers reveal to underlie their acreage decisions. The history and key provisions of the FAIR Act were also highlighted and discussed.
