【摘要】 改革开放以来，家庭联产承包制打开了农村经济发展和改革的大门，但是要实现农业现代化，使我国农业走向国际市场，还需要实行农业产业化经营和发展。黑龙江省政府自上世纪90年代初提出农业产业化以来，农业产业化得到了快速发展，但是随着经济的不断发展，资金问题越来越成为农业产业化发展的一个瓶颈。基于此，本研究立足于黑龙江省农业产业化的实际，对其产业化进程中金融支持进行研究。

　　黑龙江省是农业大省，农业产业化呈现资源配置日趋合理，主导产业优势日渐突出和多种所有制的龙头企业竞相发展的特点，但是农业产业化发展受到资金支持不足等多方面因素的制约。本文以农业补贴信贷理论、农村市场理论、不完全竞争市场理论为理论基础，通过理论分析与实践分析相结合的方法，客观分析了黑龙江省农业产业化发展情况、存在的问题及金融支持的现状。目前，农村经济发展滞后、农业自身的弱质性、农村金融体制滞后、农业产业化经营外部融资环境的不利等因素依然制约着农业产业化的发展，信贷资金供不应求、信用环境体系建设的缺位、农业保险严重缺位等问题还待进一步解决。

　　最后，本文根据国内外农业产业化金融支持的经验启示，提出了规范农村金融供给体系、开放农村金融市场、优化农村金融环境等黑龙江省农业产业化金融支持的建议。黑龙江省要通过进一步深化农村信用社改革，发挥农业发展银行、农业银行以及邮政储蓄银行的支农力度来构建农村金融供给体系；通过培育农业资本市场，深化农业产业化经营和构建社会化服务支持体系，改善农业产业化的社会环境以及规范和创新农村金融监管体系来开放农村金融市场；此外还要从金融生态环境建设、建立长效融资机制、完善担保机制和发展农业政策性保险来优化农村金融环境，以此促进黑龙江省农业产业化的发展。

The government of Heilongjiang province since the last century 90's initial advance agricultural industrialization, agricultural industrialization obtained the fast development, but with the continuous development of the economy, financial problem becomes more and more the agricultural industrialization development. Based on this, this research based on the agricultural industrialization in Heilongjiang province is actual, to its the industry financial support in the process of research.

　　Heilongjiang province is agricultural big province, agriculture industrialization presents resource allocation more reasonable, dominant industry dominant position is highlighted with each passing day and a variety of system of ownership of enterprises to develop character, but agricultural industrialization development is the lack of fund support and many other factors. The agriculture subsidy theory, rural credit market theory, imperfect competition market theory as the theoretical basis, through the theoretical analysis and practical analysis of a combination of methods, objective analysis of the industrialization of Heilongjiang province agriculture development situation, existing problems and current situation of financial supporting. At present, the slow development of the rural economy, agriculture's own weakness, rural financial system lag, agricultural industrialization manages the external financing environment adverse factors are restricting the development of agricultural industrialization, credit fund in short supply, credit environment system construction, lack of agricultural insurance seriously vacancy problems remain to be solved.

　　Finally, on the basis of domestic and foreign financial support of the agricultural industrialization in the experience of enlightenment, proposed to regulate the supply of rural financial system, rural financial market opening, optimize rural financial environment and financial support for agricultural industrialization in Heilongjiang province suggestions. Heilongjiang province should further deepen the reform of rural credit cooperatives, play agriculture development bank, agricultural bank, postal savings bank of financial support to construction of rural financial system; through developing agricultural capital market, deepen agricultural industrialization and the construction of socialization service support system, improve the agricultural industrialization and standardization and innovation of rural social environment financial supervision system to open rural financial markets; in addition to the financial ecological environment construction, the establishment of long-term financing mechanism, perfecting the guarantee mechanism and development of policy agricultural insurance to optimizing the rural financial environment, in order to promote the development of agricultural industrialization in Heilongjiang province.
