【摘要】 作为一种新型的烟叶生产组织形式,烟农专业合作社在坚持农村家庭承包经营的基础上,创造性的处理好了烟叶生产中“统”与“分”的关系,把烟农从用工多、技术要求高、技术规程复杂的烟叶生产环节中解脱出来,有效地推动了烟叶生产的规模化种植、集约化经营、专业化分工与信息化管理。本文首先从历史脉络上对烟农专业合作组织的发展历程进行了疏导,并对湖南当前三种烟农专业合作社发展模式进行具体阐述与案例剖析,同时运用SWOT分析方法,对湖南烟农专业合作社发展面临的优势、劣势、机遇、挑战进行了具体剖析,在此基础上,通过对宁乡、浏阳、桂阳等7县(市)100户烟农的实地调查,得出了影响烟农专业合作社模式选择的关键因素,并基于成本-收益、交易成本等角度对三种模式的优劣进行比较,得出综合服务社是今后一段时期合作社发展的主流模式。在此基础上,将湖南烟叶产区按照影响模式选择的因素划分为四种不同类型,得出不同类型产区发展烟农专业合作社类型选择,从而有针对性的提出了促进湖南烟农专业合作社发展的对策建议。

　　【ABSTRACT】As a new type of production structure, tobacco grower professional cooperative has creatively managed the relation between "integrate" and "part" during the procedure of tobacco production, based upon the persist in agricultural household contract management system. Moreover, the professional cooperative has dealt with the problem such as labor waste, technology fail and the complexity of technological procedure; also effectively promoted the advantages of tobacco production, for example, scale plant, intensive management, specialization and cooperation, and infomatization management.

　　This paper demonstrates the development history of tobacco farmer professional cooperative firstly. Three main kind of professional cooperatives in Hunan province will be concretely stated and case study will be provided. Based on the method of SWOT, strengthen, weak, opportunity and threat faced by Hunan tobacco farmer professional cooperative will be analyzed. The critical factors influencing the cooperative model select has been found based upon the field investigation of 100 tobacco farmers from seven counties such as Ningxiang, Liuyang, Guiyang and so on. The result indicates that comprehensive service center could be the optimal type in current time, through the comparison of present three kind of cooperatives based on the analysis of cost-benefit and transaction cost. On that basis, tobacco production area in Hunan province has been divided into four different kinds according to the influencing factors. The certain tobacco production area needs to select one kind of professional cooperative. This paper proposes targeted suggestions to promote the development of tobacco farmer professional cooperatives in Hunan province.
