【摘要】农民专业合作社是一种管理相对规范、与农户联系比较紧密的专业合作经济组织形式,是深化农业经济发展、推进农业产业化、提高农民组织化程度的微观经济组织形式。通河县农民专业合作社在政府有关部门的大力倡导下得到了发展壮大,特别是2007年《中华人民共和国农民专业合作社法》出台之后,通河县农民专业合作社无论是在数量还是在发展规模上,都有显著的提高。但在发展的过程中,也出现了许多的问题,科技服务方面相关的活动次数少、形式单一、规模小,这些问题都在一定程度上制约了通河县农民专业合作社的发展,如何做好农民专业合作社科技服务工作,已经成为通河县农民专业合作社当前需要解决的问题。本文正是在这样的背景之下,针对通河县农民专业合作社科技服务现状、问题,进行实地调研,通过绩效研究分析其科技服务发展水平,并提出适合于通河县农民专业合作社科技服务的改进建议。

　　本文首先就研究的背景、目的、意义、研究内容及方法进行了阐述,并对国内外与本文相关的研究进行整理,对基本概念界定以及相关理论也进行了梳理。主要阐述了农民专业合作社的基本概念,农业科技服务的内涵等。本文主耍通过因子分析的绩效评价方法对通河县农民专业合作社科技服务的基本情况进行分析,并评价其科技服务发展的水平,在理论研究的基础之上,结合绩效评价的结果,总结、概括出通河县农民专业合作社科技服务存在的问题,其中包括组织本戋存在的问题,组织内部成员的问题,政府部门的问题等。最后再根据前文中运因子分析法的绩效研究结果提出解决的对策建议,即合作社负责人提高意识、合作社完善内部机构设置及培训体系、政府加大对科技服务内容的宣传、加强对科技服务的资金扶持以及出台相应优惠政策。

　　【Abstract】The farmers' specialized cooperatives were a relatively standardized management and close contact with farmers' specialized cooperatives economic organization, was to deepen the development of agricultural economy, promoting the industrialization of agriculture, and micro-economic forms of organization to improve the organization of farmers. The Tonghe county farmers' specialized cooperatives grew and developed in the vigorous advocacy of the government departments, in particular, after the introduction of the law of the People's Republic of China on Farmers' Specialized Cooperatives, both the number and scale of the Tonghe county farmers' professional cooperatives had significantly improved. But in the process of development, a lot of problems appeared. The number of activities of the relevant of the technology services was little, the form of activities was single, the scale of activities was small. These problems were restricted to the development of the Tonghe county farmers' specialized cooperatives to a certain extent. It was a problem for the Tonghe county farmers' specialized cooperatives to solve that how to do the farmers specialized cooperatives technology services well. In view of the situation, and based on the actual situation and the spot investigation, according to the Tonghe county farmers' professional cooperatives services current situation and problem, the paper analyzed the performance of the level of development of its technology services, and putted the suggestion which improve the Tonghe county farmers' professional cooperatives technology services. The paper was divided into seven parts.

　　Firstly, the background, purpose, significance, contents and methods of the research were described, collated the domestic and international research related to this article, combing the basic concepts defined and related theory. The research described the basic concept of farmers' specialized cooperatives, agricultural science and technology services connotation. The research analyzed and evaluated the level of Tonghe county famers,specialized cooperatives science and technology service through the factor analysis of performance evaluation. And on the basis of theoretical studies, combination of performance evaluation resulted to summary and summed up the problems and causes of Tonghe county farmers' specialized cooperatives technology services included the cooperatives problems,the cooperatives member problems and the government department problems. Finally came up with suggestions according to the problems and the performance evaluation, namely cooperatives chief raising awareness, cooperatives perfects the internal organization setup and training system, the government to increase science and technology service information to the public, to strengthen technology service funds support and publish corresponding preferential policies.
