【摘要】 农民专业合作社是农村集体经济的一种制度创新，对农业现代化、农民组织化、农村经济发展具有重大作用和深远意义。发展农民专业合作社是家庭联产承包经营方式和市场经济发展的必然结果，是农业现代化、产业化和农民组织化的必然选择，对促进农民增收、解决“三农”问题等方面有着极其重要的作用。同时，由于重庆市农民专业合作社出现的时间不够长，人们对它的了解不够深刻，在发展过程中也存在不少问题，而其中制约合作社发展的关键因素之一就是合作社企业家培训问题。农民专业合作社企业家是合作社成长与发展的领头羊，是农村经济发展的主力军，是创新农村经营管理体制的先行者。农民专业合作社企业家素质和能力的高低直接影响着合作社能否健康发展。目前，合作社企业家培训方面存在诸多问题，严重制约着合作社的发展。因此，加强农民专业合作社企业家培训体系构建具有十分重要的意义。、

　　目前，重庆市农民专业合作社发展呈较快的趋势，合作社数量逐渐增多，规模也不断扩大，进而对合作社企业家素质和能力要求越来越高，加强合作社企业家培训体系构建迫在眉睫。虽然政府出台了一系列政策重视合作社企业家培训工作，加强对合作社企业家培训的力度。但是，重庆市农民专业合作社企业家培训仍然存在诸多问题，包括：合作社企业家培训认识不清、培训效率不高、培训体系不完整、培训资源缺乏等。究其原因主要在于农村经济发展水平的制约，现代人才观念滞后，合作社企业家培训的保障机制不健全，农村基础教育落后等。为此，需要借鉴国外农民专业合作社企业家培训经验，并结合重庆市农民专业合作社企业家实际的培训情况，加强重庆市农民专业合作社企业家培训体系构建。合作社企业家培训体系设计包括：一是树立现代人才观念；二是完善合作社企业家培训保障机制；三是合作社企业家培训需求设计；四是合作社企业家培训计划设计；五是合作社企业家培训实施设计；六是合作社企业家培训评估设计。

　　【ABSTRACT】The farmers' professional cooperatives is a system innovation of rural collective economic, with great effects and far-reaching significance to the modernization of agriculture, the organization of farmers and the development of rural economy. Developing farmers’ professional cooperatives is resulted by the management methods of household contract and the development of market economy, having an extremely important role to increase farmers' income and solve the problem of the "three rural". At the same time, because in Chongqing City professional farmer cooperatives’ appearance is lack of time, and people don’t understand it profoundly, in the process of development, there is also existing some problems, which restrict the development of cooperatives is one of the key factors of cooperative entrepreneurs training. Entrepreneurs of farmers' professional co-operatives, as leaders in the cooperative growth and development, as main force in the development of rural economy, are the innovative pioneer of rural management system. The entrepreneurs’ quality and ability in professional Farmer cooperatives will directly affect the development of cooperatives whether it’s a healthy development.At present, there are many problems in the training of cooperative entrepreneurs, which seriously restricted the development of cooperatives. Therefore, it’s very important to strengthen building the training system for the entrepreneurs of farmers' professional cooperatives.

　　At present, the development of farmers' professional cooperatives in Chongqing city shows the faster development trend, the quantity of cooperatives is gradually increased, the scale has been expanded, what makes the cooperative entrepreneurs need higher quality and ability, so that, it’s very imminent to strengthen the construction of the training system for the cooperative entrepreneurs. Although the government has issued a series of policy on cooperative entrepreneurs’ training work and strengthened the cooperative entrepreneurs’ training strength, but the entrepreneurs’ training, for Chongqing City’s farmers professional cooperatives, still exists many problems, including cooperative entrepreneurs’ training understanding is not clear, the training efficiency is low, the system of training is incomplete, training is lack in resources, etc.. The main reason is the limiting development level of rural economic, the hysteretic sense of modern talent, the unsound training security mechanism of cooperative entrepreneurs, the backward rural basic education etc.. Accordingly, we need to learn the reference of construction experience of foreign cooperative talents, combine the training practice of talents of farmers' professional cooperatives in Chongqing and strengthen the training system construction of farmers professional cooperatives in Chongqing city. The cooperative entrepreneurs’ training system design including: one is to set up the modern attitude, the other is to improve cooperative entrepreneurs’ training security mechanism, the third is to design cooperative entrepreneurs’ training needs, the fourth is to design cooperative entrepreneurs’ training plan, the fifth is to design cooperative entrepreneurs’ training implementing, the sixth is to design cooperative entrepreneurs’ training estimate.
