【摘要】 我国是一个拥有13亿人口的发展中农业大国。农业在中国历来被认为是安天下、稳民心的战略产业。自《海峡两岸经济合作框架协议》(ECFA)签署以来，两岸的交流更加频繁，作为台湾农业的重要一环——农会，更有许多值得潍坊农业学习和借鉴的地方，从某种意义上说，没有台湾农会，就没有台湾的现代农业和农民，汲取台湾农会组织的合理内核，改善潍坊农业经济组织建设是开展两地农业深层次合作的必要环节。

　　潍坊的农业，相对于台湾农业来讲还存在合作组织比较松散，产业分工不够明晰，农产品深加工程度不高，缺乏金融、保险业的强力支持，农民文化水平、农业技能水平还比较低。汲取台湾农会组织的合理内核，进一步完善农村的组织机构，是潍坊农业实现产业升级的一条捷径。大陆的农会组织尚未达到台湾的水准，给两岸农业交流造成很大困难，台湾的农业经验的精髓还没有带到大陆，政府部门理应认识到，台湾的农会组织有很多值得我们内地农业借鉴的地方，但是由于海峡两岸属于两种不同的意识形态，因此，一味的移植台湾农会的做法是不可取的，但是如今的农民通过市场经济的洗礼，更加注重属于自己的现实利益，从这个层面上讲，有必要对台湾的这一农民最大的组织进行进一步的挖掘和探讨。

　　通过本文分析，潍坊市农业合作组织在农业现代化建设进程中没有发挥应有的推动作用，当然，农业合作经济组织在现代农业建设中的作用毋庸置疑，潍坊现代农业建设中存在着诸多亟待解决的问题，如现代农业建设尚不完善、缺乏上下贯通的农业服务体系，及农业人才的吸收程度不够等。而农合组织的存在和发展正好可以弥补这几方面的缺陷。需要从思想上高度重视农业合作经济组织的重要性，认识到农合组织在经济发展中不可替代的作用，政府部门应出台相关政策，提高农合组织的科技创新力，加大对农合组织的扶持力度，凝聚多方力量，逐步实现潍坊市农业合作组织数量的增加和质量的提高，从而推进潍坊市现代农业建设稳步发展。
