【摘要】 农产品是人类赖以生存和发展的物质基础，其质量安全是全球共同关注的问题。近年来，我国农产品质量安全事故频发，不仅严重损害了人们的生命安全，还制约了我国农业的可持续发展，因此，加强农产品质量安全控制势在必行。但由于我国缺乏统一、便捷的农产品供应链条，使得农产品流通各环节的质量安全控制工作难以系统开展。自2009年起，国家为解决农产品流通问题开始“农超对接”试点工作，大大缩减了农产品流通环节。以“农超对接模式下的农产品质量安全控制研究”为题展开研究，旨在分析和总结农超对接过程中参与主体的农产品质量安全控制状况，结合各主体的特点及各主体间的相互作用，针对每个主体所控制的环节设计相应的管理方法和策略，实现各个主体间相互协调和配合，从而促进农超对接和农产品质量安全控制的相互促进。

　　本文沿着提出问题、研究问题、解决问题的思路展开研究。首先介绍选题背景及研究现状，随后对相关概念和理论进行界定与阐述，进而对国外先进经验总结以及对山东省蔬菜质量安全控制进行实证分析，最后构建农超对接模式下的农产品质量安全控制的实现机制，并对农超对接三大主体及政府提出具有针对性和可操作性的政策建议。具体研究内容分为六个部分：

　　第一部分：导言。交代了论文的研究背景及选题意义，并对目前与农超对接模式下农产品质量安全控制的国内外相关研究现状进行了综述。之后，引出论文的研究思路和方法，为下文的研究建立了基本的框架结构。

　　第二部分：农超对接模式下农产品质量安全控制的理论阐述。对农产品、农产品质量安全控制以及农超对接进行概念界定，并阐述了农超对接的相关理论、农产品质量安全控制理论以及农产品质量安全控制过程中的经济学相关理论。为下文的研究提供了理论支撑。

　　第三部分：发达国家农产品质量安全控制的经验与启示。分别介绍美国、日本两个典型国家的做法，总结其在法律体系及监管体系的成果以及农超对接过程中对农产品质量安全控制的措施和典型的农超对接模式，最后总结美国和日本农超对接模式下农产品质量安全控制对我国产生的启示。

　　第四部分：农超对接模式下农产品质量安全控制的现状及问题。对山东省农超对接典型地区蔬菜农产品质量安全控制状况、农民专业合作社和超市做了调查，总结出当前我国农超对接在农产品质量安全控制过程中以取得的成果，并分析农户、农民专业合作社和超市在农产品质量安全控制工作中存在的问题。

　　第五部分：构建农超对接模式下农产品质量安全控制的实现机制。通过对农超对接各主体在农产品质量安全控制中的信息问题分析和博弈分析，针对每个主体所控制的环节设计相应的管理方法和策略，实现各个主体间信息共享、利益协同和风险防范，促进农超对接各主体之间良性持续合作。

　　第六部分：提出加强农超对接模式下农产品质量安全控制的对策建议。针对农超对接的三个主体提出了针对性的建议，并把政府层面的建议纳入进来。

　　【Abstract】Agricultural products are necessaries for people’s living and development, whose quality and safety has become a global problem. Recently, serious food quality incidents occur frequently. It not only affects people’s normal life and health, but also influences the sustainable development of national agriculture. Therefore, something must be done to strengthen quality and safety control on agricultural products. But lacking of uniform agricultural products supply chain is the restraining factor to control the quality and safety. In order to solve the circulation problem of agricultural products, “direct link between farmers and supermarkets has been put into practice since 2009. It’s a good opportunity for agricultural products quality and safety control. So the research on agricultural products quality and safety control based on direct link between farmers and supermarkets can help us know the way to make all the participators inter-coordinate, and the way to control agricultural products quality and safety based on direct link of farmers and supermarkets well.

　　In this paper, the research route is designed as follows: proposing problems, studying problems and solving problems. First, it introduces the background of this paper. Second, reviews of related terms and theories. And then, according to the analysis of agricultural quality and safety control based on direct link between farmers and supermarkets overseas and a case of vegetables quality and safety control in Shandong Province, it puts forward to suggestions to achieve agricultural products quality and safety control based on direct link between farmers and supermarkets .It is arranged six chapters as follows：

　　Chapter one is the introduction, including the description of the research background and significance of this paper, the summarization of the related current research status of agricultural quality and safety control and supermarket, the explanation of the research methods and the basic framework of this paper.

　　Chapter two gives a clear definition of related terms and expounds the related theories. Including the theory of “direct link between farmers and supermarkets”, the theory of agricultural products quality and safety control and related economic theories.

　　Chapter three, introducing the successful experiences of agricultural products quality and safety control based on direct link of farmers and supermarkets overseas. In this section, it takes the USA and Japan as examples, and analyzes the legal and supervisory achievements of the two countries.

　　Chapter four is analysis of status and problem. According to the investigation data of farmers, co-operations and supermarkets in Shandong Province, the demonstration analysis shows that there are many problems among the participators, which obstruct agricultural products quality and safety control based on direct link between farmers and supermarkets.

　　Chapter five is research on harmony mechanism for realizing agricultural products quality and safety control based on direct link between farmers and supermarkets. This part includes two game models which show all the participators’ game plans and every game plan’s results. According to the two game models, the mechanism of profit distribution and information sharing is designed to ensure agricultural products quality and safety control based on direct link between farmers and supermarkets.

　　Chapter six is offering suggestions to strengthen agricultural products quality and safety control based on direct link between farmers and supermarkets. In this section , there are also some recommendations to the government.
