【摘要】 本文所称农村专业合作社是一种农村新型合作组织，是在农村家庭承包基础上，同类农产品的生产经营者或同类农业生产经营服务的提供者、利用者，自愿结合、民主管理的互助性经济组织。农村专业合作社是一种具有法人资格的新的市场主体，关系到农民切身利益和农业产业化经营，更关系到农村经济的全面发展。

　　自2007年7月1日实施《农民专业合作社法》以来，广东省各级政府高度重视，通过政策宣传、学习培训等多渠道为全面展开农村专业合作社建设做了大量有效的工作。各部门紧密合作，延长服务链，努力提高服务质量。广东省农村专业合作社保持稳定增长的良好发展态势，发展速度快、领域宽，规模不断扩大，而且主要集中在粤西北山区，对带动区域经济尤其是山区经济发展、增加山区农民收入、提升农产品市场竞争力和推动产业标准化作用明显。截至2012年6月底，全省登记注册的农村专业合作社达11899户，出资总额134.28亿元，成员总数18.26个，比上年末分别增长18.16%、30.01%和25.96%。

　　但是，农村专业合作社在广东的发展还处于起步阶段，无论是政策支持方面，还是在内部管理方面均存在一些问题。加上受农民经济条件、受教育程度等自身因素的影响，合作社发展面临较多的瓶颈问题，并呈现出地区发展不平衡的特点。

　　在这种情况下，本文以广东省农村专业合作社的发展为视角，对农村专业合作社的背景、现状及发展特点作了认真研究，厘出存在的问题，提出如何正确认识农村专业合作社的法律地位、加强成员资格认定、明确出资方式等相应的解决思路和政策建议。

　　【Abstract】This article called rural professional cooperative is a new type of rural cooperative organization, is in the rural family to contract basis, similar agricultural production operator or similar agricultural production and management service providers, users, the combination of voluntary, mutual economic organization of democratic management. Rural professional cooperative is a legal personality of the new market main body, related to the vital interests of farmers and agricultural industrialization to manage, but also related to the comprehensive development of rural economy.

　　Since July 1, 2007, the implementation of " law on Farmers' professional cooperatives " since, Guangdong Province, various government height takes seriously, policy advocacy, training and through multiple channels to spread out in the round construction of rural professional cooperation to do a large number of effective work. The various departments work closely together, to extend the service chain, and strive to improve service quality. Guangdong Province rural professional cooperation to maintain stable growth momentum of development, development speed, wide field, scale is continually expanding, and mainly concentrated in the mountainous area of Northwest Guangdong, drive region economy especially the development of a mountainous area economy, increase income of a mountainous area farmer, enhance the market competitiveness of agricultural products and promote the industrial standardization effect is obvious. As of 2012 6 end, complete province registered professional cooperatives in rural areas amounted to 11899, total investment 13428000000 yuan, the total number of members of the 18.26, over the previous year to grow respectively 18.16%, 30.01% and 25.96%.

　　However, rural professional cooperation in Guangdong development also is at the start stage, whether the policy support, or in the internal management are some of the problems. Coupled with the peasants' economic conditions, level of education and its own factors, cooperative development faces many bottleneck problems, and presents the imbalance of regional development characteristic.

　　In this case, the Guangdong Province rural professional cooperative perspective for the development of rural professional cooperation, the background, status quo and development characteristic made careful study, PCT out existing problems, puts forward how to correctly understand the legal status of rural professional cooperation, strengthen the member qualification, clear investment way and corresponding solutions and policy suggestions.
