【摘要】 农民专业合作社是市场经济的必然选择,是农业现代化的必然结果。发展农民专业合作社,提高农民的组织化程度,对于增加农民收入,推进农业产业化经营和新农村的建设具有十分重要的意义和作用。

　　基于合作社的重要意义和作用,党和国家大力提倡发展农民专业合作社,农民专业合作社取得了较大的发展,有效的增加了农民的收入,促进了农村经济的发展。但是在合作社发展过程中不可避免的还存在一些问题,尤其是政府与合作社的关系问题,由于政府管理职能存在的问题明显制约了农民专业合作社的发展,所以需要尽快找出解决问题的途径和办法。

　　本文结合临沂市兰山区农民专业合作社的发展实际,以政府管理职能为研究对象,通过实际走访和调研,掌握了第一手资料。利用公共选择理论、治理理论等,分析了合作社发展进程中的政府管理职能存在的问题,并提出了相关的政策建议,为促进农民专业合作社的发展奠定基础。

　　全文共分为六个部分,具体内容和结构如下：第一章介绍本文的选题背景及研究目的与意义、研究方法和研究内容,主要是针对本文所要研究的农民专业合作社发展进程中的政府管理职能这一问题做铺垫；第二章概述了农民专业合作社管理的内涵、模式,以及政府职能的相关理论研究,这是整篇论文的理论分析基础；第三章是以案例为基础,对当前农民专业合作社发展的具体情况进行了描述；第四章根据合作社发展的现状,对我国的农民专业合作社发展过程中的政府管理职能问题进行了的探讨,并分析了导致这些问题产生的原因：第五章在第三章和第四章分析的基础上,对于农民专业合作社发展过程中的政府管理职能问题进行了思考,并提出了相应的政策建议；第六章是对全文的研究总结,给出了主要研究成果,并指出今后进一步研究的方向。

　　【Abstract】Farmers' professional co-operatives is the inevitable choice of market economy, is the inevitable result of the agricultural modernization. Development of farmers' professional co-operatives, improving farmers' organizational level, to increase the income of peasants, promote agricultural industrialization and the construction of new countryside has the extremely vital significance and role.

　　Based on the significance and function of cooperatives, Chinese Communist Party and Government strongly advocated the development of farmers' professional co-operatives, farmers1 professional co-operatives made great development, effectively increased farmer's income, to promote the development of rural economy. But in the co-operative development process inevitable still has some problems, especially the problem of the relationship between the government and the cooperatives, since the problems of government operations management were significantly restricted the development of farmer's co-operatives, so it is necessary to find ways to solve the problem as soon as possible.

　　In this paper, based on farmers' professional co-operatives of Linyi area, Lanshan District we have the farmer co-operatives development as the study of government operations management through investigation and research to grasp the first-hand information. Using the Public choice theory, Control theory... we have analyzed the government operations management problems in the co-operative development process, mentioned some related policy suggestions to promote basis of farmer cooperatives development.

　　The paper is divided into six parts, the specific content and structure is as follows:The first chapter introduces the significance of research background and research purposes,methods and contents, and this paper is mainly for studying the government operations management problems in the farmers' cooperatives development process;The chapter two outlines the connotation, patterns,and theoretical research related to government operations, this is the basis of theoretical analysis of the whole thesis;The chapter three is the basis case to describe the specific situations on the current farmers' cooperatives development;The Chapter IV according to the status of the co-operatives development, we have a discussion on the china government operations problems in the farmers' cooperatives development process and analyzed the reasons of these problems;The fifth chapter is based on the analysis of the third chapter and the fourth chapte, we got issues to work on for the china government operations management problems in the farmers' co-operatives process and mentioned the corresponding policy suggestions;Chapter VI is a summary of the full text studies, the main research results are given, and the direction for further research be pointed out.
