【摘要】 大力发展新型农村经济合作组织作为深化农村各项改革中的重要一项，可以有效的调整农业结构，增强农产品的市场竞争力，增加农民收入，使农业逐步实现产业化，促进农村经济发展，是建设社会主义新农村的重要组成部分，是解决“三农问题”的一大有效途径。目前新型农村经济合作组织仍存在着法律法规不完善、经济环境待改善、产权不清晰、存在传统弊端、组织合作关系松散、人员素质不高、思想观念存在偏差、服务体系不完善等问题。所以我们要从加强制度供给，完善经济环境，明晰农村经济合作组织产权，加强民主管理，健全内部制度，增强新型农村经济合作组织的专业化程度，提高管理人员和组织成员的科学文化素质，加大宣传力度，提高农民合作意识，激发农民参与新型经济合作组织的积极性，从而改变新型农村经济合作组织数量少、辐射能力弱的劣势，完善服务体系等九个方面来解决我国新型农村经济合作组织发展中存在的问题。

　　【Abstract】As the key factor of reformation in countryside, developing the new kind of rural economic cooperation organizations is an efficiency way to adjust the construction of agriculture, to improve the agricultural product’s ability in marketing competition, to increase the revenue of farmers. Developing the new kind of rural economic cooperation organizations is also helpful in agriculture industrialization and in the development of economics in countryside. So, developing the new kind of rural economic cooperation organizations is one of the most important parts of the construction of new socialist rural area and is an efficient way to solute the three rural issues. However, the new kind of rural economic cooperation organizations still need to be improved because more detail laws need to set and the economic environment need to be improved. Furthermore, the property right is not clear. The cooperation organization still has old weakness and is not well organized. The cooperate relations in the organization is not tight. The members are not well educated and the administrative ability of director of the new kind of rural economic cooperation organizations still needs to improve. What’s more, the members do not have a strong awareness of law or awareness of earning revenue. Moreover, the amount of the new kind of rural economic cooperation organizations is not big enough the range they cover still need to be extended.

　　Therefore, we can use nine methods to help the new kind of rural economic cooperation organizations to develop. First, we need to increase the institutional supply. The government needs to support the development of the new kind of rural economic cooperation organizations more. Second, we need to develop a better economic environment for it. Third, clarify the property rights. Fourth, enhance democratic management. Fifth, sound internal system and standard the operation. Sixth, the new kind of rural economic cooperation organizations itself needs to become better organized, more professional. Seventh, the members need to become more knowledgeable and the directors of organizations need to improve the ability to administrate the organizations. Eighth, strengthen publicity to encourage more farmers to attend the new kind of rural economic cooperation organizations and to improve the co-operating consciousness of farmers. The last, set up more rural economic cooperation organizations and extend field it serves. We must focus on farmers when we develop the new kind of rural economic cooperation organizations.
