【摘要】 农机合作组织是被理论和实践证明了的,促进农业现代化和机械化发展,促进农业增效、农民增收的强大力量。在西部大开发的战略背景和新农村建设的大好形势下,面对国际农业市场的激烈竞争和国内农业发展的强烈需求,发展我国的农机合作组织势在必行。

　　新疆喀什地区地处我国西北边陲,受地理、交通、教育、民族等区位条件的限制,其农村经济、社会发展面临诸多障碍。因此,发展喀什地区农机合作组织,提高农业机械作业效率,从而加快农村经济、社会发展,虽困难重重,但却意义重大。从这一角度出发,文章首先探讨了喀什地区发展农机合作组织的理论和现实基础。在这个基础上,以喀什地区莎车县为重点对喀什地区农机化及农机合作组织的发展进行了实证分析,指出了其发展过程中存在的诸多困境及其成因。并运用SWOT分析法,剖析了喀什地区农机合作组织的发展背景,即优势(S)、劣势(W)、机遇(0)和挑战(T)四因素,为提出对策奠定了基础。有鉴于国外农业发达国家农机合作组织发展的成功经验,文章第四部分选择性的对美国、德国、法国、日本的农机合作组织发展历程和发展现状作了梳理,并总结得出了其对我国发展农机合作组织的两方面启示：政府的高度重视和大力支持、完善的农机合作组织内部体系。通过借鉴国内外农机合作组织发展的先进经验和有益成果,文章第五部分提出了喀什地区发展农机合作组织的四方面对策建议,即完善农机合作组织的发展基础和平台、提供全面的农机合作组织发展的扶持措施、建立健全农机合作组织发展的保障体系、做好农机合作组织试点示范和典型推广。

In the background of the great development of the west and new rural construction, in face of the keen competition of the international agricultural market and the strong demand of domestic agricultural development, the development of China's farm machinery cooperation organization is imperative*

　　Xinjiang Kashgar is located in district frontier region of northwest of China, which rural economic and social development faces many obstacles for limiting by some location conditions such as geography, transportation, education, nationality. Therefore, the development of agricultural machinery cooperation organization in Kashgar and improving agricultural machinery operation efficiency, so as to speed up the rural economic and social development, although is difficult, being of great significance. From this Angle, this article first discusses the Theoretical and realistic foundation of developing agricultural machinery cooperation organization. On this basis, selecting ShaChe county, in Kashgar, as the key areas of conducting empirical analysis on the development of agricultural mechanization and agricultural machinery cooperation organization, then points out the development difficulties and its causes. Using the SWOT analysis method,this paper analyzes the background of developing agricultural machinery cooperation organization, that is strength (S)? weakness(W). opportunity (0) and threat(T) four factors, and prepared foundation for raising the countermeasure. Taking good use of successful experience of developing farm machinery cooperation organization in foreign countries which has developed agriculture, the fourth part of the article makes a combing for the development course and the present situation of agricultural machinery cooperation organization in U.S., Germany, France, and Japan, and summarizes two aspects of revelation on the development of the agricultural machinery cooperation organization of our country: being of great attention and support on government, perfect internal system of farm machinery cooperation organization. To referent the domestic and foreign advanced experience and beneficial result on the development of agricultural machinery cooperation organization, the fifth part of this article put forwards four aspects of countermeasures of developing agricultural machinery cooperation organization in Kashgar, which is improve the development basis and platform of agricultural machinery cooperation organization, to provide comprehensive measures to support the development of the agricultural machinery cooperation organization, to establish and perfect the security system, to develop pilot demonstration and typical promotion.
