【摘要】 现代农业作为农业产业化发展的一种趋势,是市场化、专业化、社会化、集约化发展的农业生产,是产供销、贸工农一体化的农业产业体系,各种现代农业形式的综合体系,必须依赖于一定的符合现代农业发展现状的组织形式。本文在分析了国内外现代农业组织发展情况的基础上,结合温州市现代农业组织发展的实情,提出一种新的发展模式和发展理念。本文针对现代农业的组织进行了调研,针对当前农业产业化发展过程中农民专业合作经济、农业流通体系和市场体系,以及现代农业发展的技术创新体系存在的不足,分析了组织创新的必要性和可行性,以及组织创新可能存在的障碍。首先,农业生产经营组织制度创新是整个农业组织制度创新的关键因素和直接动力。必须根据我市现代农业生产组织形式的特点进行有针对性的组织创新。其次,要重视流通营销组织的创新,如降低交易费用,提高交易频率,提高市场竞争程度,是现代农业发展的关键。包括温州现代农业流通组织发展现状,流通组织的落后对现代农业发展的影响,建立现代化的流通组织体系,专业化的现代农业营销团队构建等方面的研究。再次,科技组织的发展与创新是推动农业技术进步的重要保障,要推进农业科技微观组织的创新,培育技术需求市场,完善农业科技研发与推广体系,加大农业组织对技术吸收和扩散的推动作用,温州农业技术和组织创新的互动发展状况,基于农业技术创新推动农业组织合理演进。最后,从完善政策、加大投入、搭建平台、加大建设等角度对发展现代农业组织创新提出了一些建设性建议,旨在与同行交流和供有关部门参考。

　　【ABSTRACT】 As the trend of agricultural industrialization development, Modern agriculture is the agriculture production of marketization, socialization and intensification, and is the combination system of all kinds of modern agricultural form. So it has to rely on certain organization form which is consistent with modern agricultural development. On the basis of the domestic and international development of modern agricultural organization, the thesis comes up with a new development mode and idea combined with the reality of Wenzhou.

　　For it is found, in the process of modern a幼cultural organization, that there are some shortages among peasant professional cooperative organization, agricultural circulation system, market system and the system of technologic innovation in modern agricultural development, the thesis analyzes the necessity, practicability and the obstacle during organization innovation.

　　Firstly, the innovation of operation organization system in agricultural production is the most important part in the whole innovation of agricultural organization system. So the innovation must correspond to the Wenzhou situation.

　　Secondly, the thesis talks about how to make the innovation of circulation and market organization. As for the market, to lower the exchange fee, increase the frequency of transition, and strengthen market competitions are important. As for the circulation, to build modern circulation organization system is very necessary.

　　Thirdly, the thesis analyzes agricultural technology in modern agricultural organization innovation. The development of science and technology is beneficial to the improvement of agricultural technology. The innovation is necessary in the following aspects, such as micro-organization, meeting the market need for technology, and improving the system of agricultural technology and popularization.

　　Finally, for communication with peers and recommendations to relevant departments, this thesis comes up some suggestions on modern agricultural innovation in the prospect of policy improvement, increasing investment, building platform and more instruction.
