【摘要】 营口市农民专业合作社发展至今已有十几年的历史，农民专业合作社对农村产业结构调整、农民增收、农业科技推广、农产品购销活动及农民组织化程度提高都起到了一定的促进作用。然而，营口市农民专业合作社仍处于发展的初级阶段，其发展过程中存在着组织不规范、管理不完善、农民参与率低、带动能力不足等多种问题。如何抓住新时期有利的发展契机，推动农民专业合作社规范、快速发展，促进农民专业合作社变迁的深入成为一项重要课题。

　　本文以新制度经济学的制度安排、制度环境及制度变迁路径等理论为基础，采用规范分析与实证分析相结合，定性和定量分析相结合，并辅之以案例分析的研究方法，对营口市农民专业合作社的发展模式进行了深入研究，旨在探求适合营口市农民专业合作社发展的模式，为营口市农民专业合作社发展提供一些有益的思路。

　　论文共包括以下四部分内容：第一章为导论。第二章介绍营口市农民专业合作社的发展，对营口市农民主要合作经济组织发展的现状、运作特点、服务内容、组织绩效和存在问题进行了实证分析。第三章在总结农民专业合作社模式划分的基础上，一方面从宏观角度对农民专业合作社的制度变迁模式进行研究；另一方面，从微观角度对农民专业合作社的运行模式进行研究。第四章为农民专业合作社目标模式的新要求与发展思路。

　　研究结果表明，农民专业合作社制度变迁的理想模式就是努力使诱致性变迁与强制性变迁配套协调实施，现阶段营口市农民专业合作社的模式不宜“一刀切”，同时指出龙头企业带动的“龙头企业+合作经济组织+农户”的模式是较为理想的模式。本文从营口市农民专业合作社发展的外部环境、组织内部因素以及农民自身因素等三个层次对农民专业合作社发展中存在的深层次问题进行分析，并提出相应的化解思路与政策建议：一是发挥政府在农民专业合作社制度创新中的作用，使政府的意图和农民的意愿达成一致，共同推动新型农民专业合作社的健康成长；二是通过建立健全内部组织机构、完善内部管理机制、规范内部监控机制、增加合作经营的组织化收益来提高合作社对农民的吸引力；三是培养新型农民，培养农民合作经济组织带头人，提高农民专业合作社主体的自身素质。

　　【Abstract】The specialized farmers cooperative in Yingkou city have developed over more than 10 years. They play a certain advancing role in rural industry structure adjustment, peasants' income increase, agricultural technology generalization, agricultural products marketing and peasants' ystemization level improvement, etc. However, the development of the specialized farmers cooperative in Yingkou city is still at the primary stage with issues including short of organization standardization, poor management, low participation rate, small scale, and weak power, etc. How to grasp the favorable opportunities in the New Era to promote the development of the specialized farmers cooperative and promote the situational change of specialized farmers cooperative thoroughly becomes more and more important.

　　This thesis takes the theories of neo-institutional economics such as the institutional arrangements, the institutional circumstances and the path of institutional change as the foundation, and conducts a thorough research to the specialized farmers cooperative in Yingkou city by means of the standard analysis and positive analysis, qualitative analysis and the quantitative analysis, and case analysis. This thesis is aim to seek the suitable pattern which match to the development of the specialized farmers cooperative in Yingkou city, and provide some useful advices to the development of specialized farmers cooperative in Yingkou city.

　　There are four chapters in this thesis: The first part is "Introduction".The second chapter conducted on the present situation, the operation characteristic, the service content, the organization achievements and the existing questions of the specialized farmers cooperative in Yingkou city .Based on the summary of the division of the specialized farmers cooperative, the institutional change pattern and the main construction body pattern of the specialized farmers cooperative is conducted emphatically in third chapter. The fourth chapter is the new requirements and developmental way of the target mode of the specialized farmers cooperative.

　　The research result shows that the aim pattern of the institutional change pattern of the pecialized farmers cooperative is the coordination of the spontaneous institutional change and the compulsory institutional change, and the main construction body pattern is not suitable to "all in one pattern" in Yingkou city at present time, at the same time, we pointed out the pattern of "main item enterprise + cooperative economy organization + peasant household" which is impetus by main item enterprise is the most ideal pattern. This paper analysis the essence problem existing in the external environment, in the organization as well as in the farmer themselves in development of the peasants' specialized Co-operative organizations in Liaoning Province and the corresponding solutions and the policy suggestion are proposed.

　　First, the government should play a more important role in the system innovation of the pecialized farmers cooperative, and make that the government's intentions and the desire of the farmer reach agreement. Second, improve farmers' attraction through establishing a more sound internal organizational structure, improving the internal management mechanism, standardizing the internal monitoring mechanism, and increasing the cooperative income. Thirdly, improve the oneself quality of the pecialized farmers cooperative through fostering new-style farmer and farmer leaders.
