【摘要】 创建农民专业合作社的使命就是在于解决好农村问题、农民回乡创业的现实问题。政府应当鼓励农民走出去创造更多的财富，农民能走出去，一方面保证了土地的相对剩余，另一方面为国家现代化建设提供了更多的人力资源，并且增加了农民的基本的收入。所以，农民专业合作社建设的成败将直接影响较大部分的不能留在城市农民的去留后顾之忧，直接影响到农村稳定情况和社会稳定情况。对实现大连市农村、农民的经济持续发展具有重要的现实意义以及深远的战略意义。

　　本文以“大连市农民专业合作社发展影响的调研与思考”为题，以三十里堡农场苹果专业合作社、北乐养牛专业合作社为二个典型，分别从政府、市场、技术支持三个主要方面，对大连各区的苹果种植产业和生态养殖业的农民专业合作社进行了系统研究、分析了大连市农民专业合作社面临的具体问题，并提出了相应的意见和建议。

　　加快大连农民专业合作的发展，政府扶持、市场调节以及技术支持三方面的力量缺一不可。在如今社会，控制并影响社会的最大的两股力量即是政府行政体系和市场体系，但技术支持在促进我国社会主义持续发展也具有无可代替的作用。政府运用政策以及法律法规保护农民专业合作社的可持续发展，为合作社提供优良的发展环境，提供必不可少的服务职能。市场调节可以优化农业资源配置，可以促进市场参与者的优胜劣汰，可促进农民专业合作社的产业化水平以及整个大连市农业的发展。而技术支持是一种隐形的生产力，用于弥补农民专业合作社发展中技术的缺失。政府、市场、技术的相互作用，相互补充，以外力的方式共同促进农民专业合作社自身生产、组织管理、销售等多方面能力的提高，促进农民专业合作社的可持续发展。

　　【Abstract】The mission of establishing farmers’ professional cooperatives is to solve the practical problems that face the development of rural areas and the farmers who come back to build their own businesses. The government should encourage farmers to go out and create more wealth. On one hand, farmers’ go out to work guarantees the relative surplus of farming land. On the other hand, this can provide more human resources for modernization of the state and can increase the income of the farmers themselves at the same time. In such a context, the success of farmer cooperatives will help ease the concern of a large number of farmers who ultimately cannot stay and live in city about their life back in the rural areas, and this will have a significant impact on rural stability and social stability. It is of an important practical and far-reaching strategic significance to achieve sustained economic development for the rural areas and farmers of Dalian.

　　With an in-depth study of two farmer cooperatives in Dalian, the author found the problem that these cooperatives are weak in developing their internal strength. Based on this study, the author carefully studied and analyzed the specific problems that the farmer cooperatives are faced up with in such aspects as government, market and technology support. Based on the analysis, the author gave some suggestions about how to solve these problems.

In today's society, the control and the influence of social largest two force is the government administrative system and market system, but technical support in promoting our country socialism sustainable development also has the irreplaceable role. The government applies policy and legal laws and regulations to protect the farmers' professional cooperatives cooperatives for sustainable development, provide the good development environment, provide essential service function. Market regulation can optimize configuration of agricultural natural resources, market participants can promote the survival of the fittest, can promote a farmer professional cooperatives of the industrialization level and the entire Dalian city agriculture development. Technical support is a kind of invisible productivity, is used to compensate for the development of farmer professional cooperative technology break. Government, market, technology, interaction, mutual complement, in order to force a common way of promoting farmers' professional cooperatives of their own production, management, sales and many other aspects of ability, promote the sustainable development of farmer professional cooperatives
