【摘要】 农业产业化已经成为当前全球农业的共同潮流和趋势。实践表明，农业的根本出路在于产业化，农业产业化对农村工业化、农村城镇化、农民增收长效机制的形成和农村全面小康社会实现，以及对整个国民经济和社会事业的发展具有重要意义。

　　本文依托农业产业化的理论基础，通过查阅文献资料、实地察看、向农户了解以及咨询各行专家，收集各类资料进行汇总分析，对晋城市农业产业的发展现状、发展优势、存在问题及原因进行了分析。结合晋城市当前农业产业发展的各种有利条件，提出晋城市农业产业发展思路和对策。得出以下结论：

　　(1)粮食产业发展总体呈现出生产总量平衡、作物品种不断优化、种植技术不断提升的特征；畜牧产品产量全面增长，产品质量安全情况良好；蚕桑产业市场竞争优势明显，桑园品种全部优良化，丝绸产品几乎全部外销；干鲜果产业品种结构进一步优化，加工型果品生产比重增加；蔬菜产业供需总体平衡，反季节蔬菜短缺严重；小杂粮产业具有品质优势、市场竞争优势。

　　(2)晋城市农业产业发展优势突出，奠定了农业产业持续发展的雄厚基础，但不同农业产业领域问题普遍。主要表现在：粮食产业发展的基础设施不能满足抵御自然灾害能力的要求；农资价格高位持续攀升，粮食生产成本高、效益低；农业技术推广体系建设滞后；细粮结构性短缺问题突出。畜牧产业开放程度低，外向型发展偏差；动物防疫体系不健全；养殖户科技素质较低。蚕桑产业的龙头企业不强，对产业发展牵引能力弱；科技队伍“青黄不接”。蔬菜产业市场规模小，卖菜难，技术人员不足，经费短缺。干鲜果产业发展存在盲目性，综合配套栽培栽培管理技术的应用不到位。小杂粮产业比较效益低，产业地位低，科技含量低，加工转化能力低。农业专业合作社发展规模偏小，管理缺乏规范。农业龙头企业数量少、规模小；生产标准化、产品品牌化、市场国际化程度低；企业家素质不高，经营管理较为落后等等，在一定程度上制约了晋城市农业产业化发展。

　　(3)晋城市农业产业发展的总体思路是要以发展特色产业为重点，主要是畜牧、蚕桑、蔬菜、干鲜果、小杂粮和中药材，围绕“一村一品、一乡一业、一县一特”的发展思路，做大龙头企业，拉长产业链，把城乡一体化、扶贫攻坚“双轮驱动”战略的实施与农业产业化发展进行对接，促进农民专业合作社的快速建设，推进农业产业化发展，使农民收入实现平稳增长。

　　(4)晋城市粮食产业发展要加强农田基础设施建设，提高粮食生产的综合能力；建立科研与生产紧密结合型的产业化经营基地；大力发展以种养业为原料的食品加工业；加快发展育繁推一体化的种业集团，并在龙头企业建设上要有新的突破。畜牧业发展要加大畜牧业的投入，强化保障体系。蚕桑产业要坚持科技兴蚕兴桑战略，延伸蚕桑产业链，开发深加工项目。蔬菜产业发展要扩大规模化种植，积极推广蔬菜生产新技术，新材料。干鲜果业发展要找准切入点，明确的发展思路。小杂粮产业发展要进行区域化生产，实现有机化、精品化、品牌化。中药材产业发展要实行优惠政策，促进中药材产业发展，提高服务和宣传能力，推进中药材产业化经营。农民专业合作社发展要坚持量质并举，注重典型示范，加大扶持力度，形成社会合力。农业龙头企业发展扶强龙头，培育农业产业化“航空母舰”，推进龙头企业社会责任体系建设，完善利益联结机制，建立农业产业化“绿色通道”。
