【摘要】 中国的农民专业合作社是在农村家庭承包经营基础上,同类农产品的生产经营者或同类农业生产经营服务的提供者、利用者,自愿联合、民主管理的互助性经济组织。合作社作为一种形式的组织和一般企业不同的是,在追求公平与效率的同时该组织的目标承担更大程度的社会公平和平等。当前我国农业的发展遇到了组织化程度不高的问题,农民专业合作社的建立和发展是提高农民组织化程度的重要途径。农民专业合作社适应当前形势的发展需要,它克服了小规模农业的局限性,提高农民抵御市场风险的能力,有效地保护他们的群体利益。同时农民专业合作社建立了农民与政府沟通的纽带,是政府对农业实施宏观调控和指导的有效载体。

　　铁岭县农民专业合作社发展迅速但起步较晚,在发展中遇到了一系列问题,如规模小、组织化程度低、机制不健全等。本文按照提出问题、分析问题、解决问题的架构,首先介绍了选题的背景、对相关概念进行了解释,通过对铁岭县农民专业合作社发展情况的调查,论述了铁岭县农民专业合作社的发展状况、存在的问题。并运用公共管理相关理论,对比分析国内外农民专业合作社的发展历程,通过综合国外农民专业合作社的先进思想和我国农民专业合作社的典型经验并对铁岭市具体政策进行分析,提出应对铁岭县农民专业合作社发展问题的具体方案。希望能有利于铁岭县农民专业合作社相关部门在未来一段时间进一步提高对农民专业合作社的认识,在追求农民专业合作社数量的同时更追求农民专业合作社的质量。

　　【Abstract】In China farmers, professional cooperative is an economic organization of voluntary association and democracy management by agricultural producer, seller, service provider and user based on the family contract management in rural area. As a specific form of service, cooperative is different from normal enterprise. Despite being fair and effectiveness, it plays a greater role in social justice and equality. A problem has been encountered in Chinese agricultural-not well organized, which will find a solution after the establishment and development of farmers, professional cooperative. Farmers" professional cooperative meeting the need of current situation, overcoming the limitations of small-scale agriculture, increasing farmers' capability in shielding against risk, protect their own interest. Meanwhile, connecting the farmer and the government,farmers" professional cooperative is an efficient carrier of general control of agriculture.

　　Despite of growing fast, farmers" professional cooperative in Tieling County started late and encountered a serious of problems——small size, low-organized, not mechanized. This paper is structured by three parts-raises a question, discuss and solve the problem. It is started by introducing the background of this study and explaining relevant definitions. Then the development and problems are stated according to the convey of farmers' professional cooperative in Tieling County. Used theories of public management, compared development processes of farmers" professional cooperative domestic arid overseas, applied advanced ideas, learned lessons of farmers' professional cooperative in our country and analyzed policy in Tieling, specific solutions have been presented. This paper is hoped for helping specific department in Tieling County further understand farmers" professional cooperative and improving the quality of farmers" professional cooperative while improving the quantity in the future.
