【摘要】 目前，农业进入新的发展阶段，一家一户的经营模式很难应对国内外市场的压力，提高农民组织化成为当前解决“三农”问题的重中之重。农民合作经济组织作为农民自己的组织，是提高农民组织化程度的重要形式之一。但实践中，尽管农民是农民合作经济组织主体，起主导作用，但农民经济合作组织同农民一样，是“弱势群体”，需要政府为其发展营造的外部环境和提供政策、资金等方面的支持。又由于目前从我国政府部门也处于改革期，政府行为对合作经济组织的发展壮大没有给予足够的支持，也没有提供适合经济组织发展的良好环境，而且由于某些政府不门没有从根本意义上理解和掌握经济合作组织的性质和本质，往往不是干预过多就是缺位，不利于经济合作组织的健康发展，更不利于做大、做强。如何支持农民合作经济组发展织成为我们国家面临的重要课题。

　　本文以营口市个案，通过分析了新中国成立后我市各个阶段的政府行为的特点、存在的问题以及问题的成因。同时，借鉴农民合作组织发展已有成功经验的日本和美国等作为典型，分析和借鉴了他们的经验做法，在此基础上提出营口在发展合作经济组织的行为相关建议。本文的研究对国内像营口这样的滨海城市农业的发展具有一定借鉴意义。
