【摘要】 我国是一个农业大国，我国的现代化在很大程度上取决于农业现代化。农业、农村、农民问题关系到我国农业现代化的实现。因此，解决“三农”问题，发挥我国农业“龙头产业”地位作用是目前重中之重的问题。要想改变我国农业弱质性的地位，发展我国农村经济，就必须要进行农业和农村的经济结构调整，按照建立社会主义市场经济体制的要求，以科学发展观来指导，用新型工业化的理念全面的、系统的从总体上组织、改造和提高农业和农村经济的发展。因此，为解决“三农”问题，实现我国农业现代化，农业产业化是加快农业发展的必由道路。农业产业化的提出是根据我国新形势下农业发展的大方向，做出的通过工业带动农业的一项战略决策，也是在市场经济日益加速发展的背景下对农村经济进行的改革。

　　黑龙江省作为农业大省，全省社会经济的发展与稳定受农业发展状况很大程度的影响。肇州县的农业资源丰富，把农业资源转化为经济发展有利条件，把肇州县打造成农业强县，以拉动县域经济又好又快的发展成为该县面临的重要课题，农业产业化作为农村经济体制改革的重大创新，成为肇州县调整农业结构的必然选择，是实现传统农业向现代农业转变的重要举措。对此，本文展开对肇州县农业产业化发展的研究。

　　本文通过对黑龙江省肇州县农业产业化发展进行研究，主要采用比较分析法、实地调查法和文献研究法，充分学习和借鉴国内外相关理论及研究成果，系统分析了肇州县农业产业化发展过程中存在的问题，并借鉴山东省潍坊市和吉林省农业产业化发展经验，与肇州县实际条件相结合，探索出适合肇州县农业产业化发展的道路，提出相应对策建议。最后得出该县“农业创精品、工业强园区、三产优服务、城乡抓统筹、民生造福祉、强县富民众”的发展思路。在优化升级后形成的“龙头企业+合作组织+原料基地+新型农民”模式的带动下，农业产业化发展不断进步，最终解决肇州县在农业产业化发展过程中遇到的瓶颈问题，从而提高该县农业整体发展水平，在促进农业产业化可持续发展的同时，拉动县域经济的增长，这对实现农村发展、农业增效、农民增收有深远的影响，真正意义上有助于“三农”问题的解决。

　　In this paper, to study industrial development of, Zhaozhou county in Heilongjiang Province, mainly uses comparative analysis, field survey and documentary research to fully learn the theory and research, systems analysis Zhaozhou agricultural industrializationthe existing problems in the development process, and learn from Weifang City, Shandong Province and Jilin agricultural industrialization development experience, combined with Zhaozhou actual conditions, explore a road suitable for Zhaozhou development of agricultural industrialization, corresponding suggestions. Finally come to the the county Agriculture boutique, strong industrial parks, the tertiary excellent service, urban and rural grasping co-ordination, making the well-being of the people's livelihood, county and rich people, development ideas,the“leading enterprises+cooperation organization + raw material base + new farmers”development model is formed after the optimization and upgrading , the development of agricultural industrialization continued progressing and the ultimate solution the Zhaozhou in the development of agricultural industrialization process encountered bottlenecks, thereby increasing the level of the county's overall agricultural development, while promoting the sustainable development of agricultural industrialization, stimulating the growth of the county economy, which have a far-reaching impact on rural development, agricultural efficiency and rural incomes, the true meaning contribute to the solution of the "three rural" issues.
