【摘要】 新中国建立后，党中央十分重视农业组织发展的实践。在20多年的实践中，经历了从互助组到人民公社的曲折过程，虽有着积极的成效，但由于教条主义与经验主义的盛行，最终使农业组织脱离了正常发展轨道，并为此付出了沉痛的代价。改革开放后家庭联产承包责任制的实行，催生了一种新型的农业合作经济组织。该组织秉承以“利益均沾，风险共担”的利益共同体基准，通过多样化的组织形式带动农民增产增收。党的十八大一号文件中，也重点强调了完善农业合作经营制度，培育新农村合作经营组织，构建社会主义现代化农村建设，把增加农民收入作为重中之重。可见本研究在学术上可以拓展新的研究方向，在理论上可以丰富农业组织的管理模式。对此，本文进行进一步的探索性研究与创新性建议。

　　研究发现，新农村合作经济组织仍存在法律不规范、金融制度不健全、农业保险体系不完整、信息网络技术不发达、政府与合作组织关系失衡、组织成员间潜在的利益冲突等问题。因此建议：加强政府及组织化领导对农村合作组织的影响，使政府在融资、税收、社会服务层面发挥更积极的作用；合理完善组织管理及财务监督机制，有效维护社员的切身利益；合理完善人力资源建设机制，培养出一大批知识专业型、自律型与职业奉献型的高素质人才；充分发挥规模化与产业化合作经济组织优势，并适时的进行系统市场化，这对其组织调整与制度安排都会起到积极的影响和作用。在比较完善的理论与较为丰富的实践经验中评判新型农村合作经济组织的现实发展与未来趋势。把农村经济合作组织建造成为产业化、市场化、商业化、信息化、组织化、生态化的现代健康农业发展模式。

　　【Abstract】After establishing of New China, the CPC Central Committee attaches importance to the developing Agriculture Organization and actively carried out research and practice.We have the tortuous evolution from mutual aid teams to the people's communes for more than 20 years .We experienced the positive results in the operation.Due to the long-term dogmatism and empiricism the agriculture was out of the track and finally we paid a heavy price. Along with the household contract responsibility system and new agricultural cooperative economic organizations was born.The organization has always adhered the "equal opportunity, risk-sharing" as a benchmark which leaded farmers to increase production through many forms.The party's 18 Document emphasized improving the agricultural co-operative system to cultivate new rural co-operative organization and establishing the socialist modernization in rural areas to increase farmers' income as the top priority.The study, can expand the new research direction in academic area,and can be rich agriculture organization management mode in theory area. In this regard, the paper carryed out the exploratory research and innovative suggestions .

　　Cooperation organizations still exist some problem in the Unreasonable law、the imperfect financial system 、 the incomplete agricultural insurance system 、 the developed information network technology、the imbalance between government and Organization and a potential conflict of interest between the members.we have the exploratory analysis and innovative proposals for the cooperation organization.We firmed the leadership of the government and organized cooperative organizations, refinancing,and tax which played a positive role in the social services;We must improve the financial supervision and ensure the interests of the members effectively;thirdly we should improve the human resources to train some talents which was professional, autonomous and dedicate; We play the advantage of the scaleand industrialization and the timely market advice of the rural economic cooperation

　　organization it must have a positive impact in restructuring and arrangements. With a wealth of experience and theory to judge the development of the organizations and the future trends. We should organize a cooperation organization which include industrialization, market-oriented, commercialization, information technology and the modern ecological health of agricultural development mode.
