【摘要】 中国是一个人多地少,人地矛盾突出的国家。我国用占世界7%的耕地养活了占世界近25%的人口,如何提高土地利用效率,直接关系到我国的长治久安和经济的可持续发展。2008年,党在十七届三中全会明确指出要赋予农民更加充分而有保障的土地承包权,并在保持现有土地承包权稳定的前提下,允许农民以多种形式流转土地承包经营权。如何培育农地市场,加快农地流转,减少农地撂荒,促进农地规模经营,提高农地使用效率,提高我国农业国家竞争力,是当前我国农业面临的重大课题。

　　农地流转是促进我国农地规模经营、提高农地利用效率、发展现代农业的有效途径。本文在先前的研究基础上,以南通刘桥镇为调研样本,走访了278个农户,采用文献分析和实证、规范相结合的研究方法,全面阐述了农村土地流转的涵义、现状以及影响因素,并在分析的基础上从七个方面提出了改革建议。

　　【Abstract】A large population with little land is the fundamental realities ofChina, the contradictorybetween population and land in China is extremely obvious. In China, 25% of the people inthe earth were feed by 7% of the total arable land in the world. How to raise the utilizationrate of land, it is directly concern China's long-term stability and the sustainable development.On October 17th 2008, it has been proposed that peasant should be given more fully right ofoperation of land contracted at the Third Plenary Session of the Seventeenth Centralcommittee. How to cultivate farmland market, speed up farmland transfer, reduce theabandonment of farmland, promote the scale management of farmland, improve the farmlanduse efficiency and enhance the international competitiveness of Chinese agriculture areimportant issue in our country.

　　The farmland transference is an effective method to promote Chinese agricultural land'sscale operations, to improve efficiency of using the agriculture land and to develop themodern agriculture. In terms of previous research, this dissertation explains the conversion ofChinese farmland transference, present situation and its influencing factors. And thisdissertation is based on the regulation and comparison in Liuqiao of Nantong by visiting 278farmers. The method of massive literatures and examples analysis were employed. During thedissertation, the suggestions of how to promote the farmland transfer are proposed fromseven aspects.
