【摘要】 农民专业合作社是弱势农民群体组织起来闯市场、把家庭经营和合作经营的优势结合起来、解决小农户与大市场矛盾的有效方式,是解决三农问题的新途径。近年来,随着《农民专业合作法》的颁布实施,我国农民专业合作社呈现出良好的发展态势,农民合作礼已经成为创新农业经营方式、促进社会主义新农村建设的一支重要力量。农民专业合作社在提高农民农业生产的科技水平、提高农业生产效益、促进农民增收、创新社会管理和促进社会和谐等方而具有t分重要的意义。但是我们也看到,目前我国合作社的发展总体上还是处于起步阶段,仍然存在许多不足,而临许多困难。特别是内部制度不规范、外部政策环境不完善等制度建设方面的问题成为阻碍合作社健康发展的重要因素。本文以桓台县农民专业合作社为研究对象,综合运用多种研究方法,通过到部分农民专业合作社与合作社理事长、社员座谈,到县农业局、供销社、工商局、财政局以及税务和金融部门了解情况,并通过向农民专业合作社发放调查问卷等方式掌握第一手的资料,从人员构成、资金募集、章程制定、机构设置、民主管理、利润分配及外部发展环境状况等方面百对桓台县农民专业合作社进行综合分析,总结出了合作社存在的制度制定不完善、执行不彻底,管理不规范,人才‘缺乏,认识不到位,合作意识不强,带动能力差等问题。本文运用公共政策分析中的制度分析法从外部正式制度不完善、价值观等非正式制度存在缺陷及内部管理不规范等方面分析了存在以上问题的原因,并针对性的提出了对桓台县农民专业合作礼制度建设进行创新的措施和建议,希望能对促进桓台县农民专业合作社的健康发展有所帮助,为政府在今后制定政策提供有价值的决策参考。

　　【ABSTRACT】The famer specialized cooperatives disadvantaged groups of farmers to organizethemselves into the market, combining the advantages of family-run co-operative, cffcctiveway to solve the small-scalc farmers and large market contradictions, and new ways ofsolving the three problems. In recent years, with the promulgation and implementation ofrural specialized cooperative law, the famer specialized cooperatives in China showing agood momentum of development, the lamer specialized cooperatives have become the theinnovative agricultural mode of operation, an important force to promote a new socialistcountryside construction. The famer specialized cooperatives has great significance toimprove the technological level of the farmers 'agricultural production, improve thecillcicncy of agricultural production，increase farmers' income, innovative socialmanagement and promote social harmony. But wc have also seen the development ofcooperatives in general is still in its infancy, there arc still many shortcomings laced withmany difficulties. In particular, the system is not standardized, the internal and externalpolicy environment imperfect system building bccame an important factor hindering thehealthy development of the cooperatives. This arliclc the I Iuantai County farmercooperatives, integrated use of a variety of research methods, through to the famerspecialized cooperatives and co-chairman, members discussion to County I;arm Bureau,supply and marketing cooperatives, the Trade and Industry Bureau, Finance Bureau, aswell as tax and financial scctor to understand the situation, and have first-hand informationby issuing questionnaires to the famer spcciali/.cd cooperatives, from the composition offund-raising, the Articles of Association to develop institutional settings, democraticmanagement, distribution of profits and the external environment for the development ofstatus I Iuantai County famer specialized cooperatives summed up the existing system ofthe cooperatives develop imperfect, the implementation is not complete, is notstandardized, the shortage of talent, do not know the place, not strong sense of cooperation,and capacity to promote poor. This paper uses the system in public policy analysis from external formal system is imperfect, the informal system of values, and so there arc defectsand internal management standard analysis of the above problem, and targeted IluantaiCounty farmers hope to help promote the healthy development of Huanlai County famerspecialized cooperatives, professional cooperatives institution building innovativemeasures and recommendations for government policy development in the future providevaluable decision-making reference.
