【摘要】 农民合作社制度的发展,有利于丰富和完善农村经营体制,提高农业产业化和组织化程度,促进农民增收,实现农业、农村、农民问题得到有效的改善。现阶段,我国农民专业合作社正处在快速发展的时期,也是充满挑战的时期,具有中国农业大国的特色性,我们现在推行农民合作社制度,就是要以农业专业化,规模化为主线,把农业产业结构调整,增加农民收入作为目的,建立健全农民合作社组织化体系,发展现代新型农民专业合作社。

　　本文首先对国内外相关文献研究进行综述,作为本文的理论基础。通过文献收集、实地调研的方式,对甘肃省永靖县农民专业合作社的发展进行了详细的分析。再对个案进行剖析,详尽的阐述了甘肃省永靖县农民专业合作社发展的特点及优势,并指出其在发展过程中所表现出的不足：发展规模小,带动力不强、内部管理制度不够健全、农民主体地位不强、财政资金扶持力度还不够大、融资困难等。最后,在此基础之上归纳结论、总结经验,切实为当地农民专业合作社的发展提出有价值的对策建议：加强政府引导、走现代农业路线、加大投资扶持、参加农业保险、注重能人大户带动效应、招商引资、技术推广、走品牌路线、重视推进流通体系建设、协调帮助解决农产品销售难的问题。

　　【Abstract】Development of the farmer cooperative is conducive to enrich the rural management system,improve the degree of agricultural industrialization and organization, increase farmers' income andeffectively solve the agriculture, rural areas and farmers issues.Now, Chinese farmer cooperativein a period of rapid development and challenging, with the characteristics of Chinese agriculturalcountry. Farmer cooperative system that we launched take the agricultural specialization, scale asthe main line,the adjustment of agricultural structure, increasing farmers' income as the purpose tocoordinate cooperative organization system and develope the modern new farmer cooperatives.

　　Firstly, this paper reviewed the relevant literature at home and abroad as the theoretical basis.

　　Then, we through literature collection and field research approach to analyze sigal case andconduct 汪 detailed analysis for the farmer cooperatives development of Yon^ing County, GansuProvince. This paper describes in detail the characteristics and advantages of farmer cooperativesof Yongjing County, Gansu Province and points that it is shown by the lack of the developmentprocess. Such as, small scale of development, the driving force is not strong, internal managementsystems are inadequate, farmers dominant position is not obvious, financial capital is not bigenough to support efforts and financing difficulties.ect. Finally, on this basis,we draw conclusions,sum up experiences and effectively put forward valuable suggestions for the development of localfarmer cooperatives: strengthen government guidance, take the route of modern agriculture,increasing investment to support, participate in agricultural insurance, focusing on large hotshotsdriving effect, investment, technology promotion, brand line,pay attention to promoting thecirculation system,coordination to help solve the difficult problem of agricultural marketing.
